A large highland-plateau province in the Central Highlands; population about 1.6 million (2024). A major producer of coffee, rubber and pepper, with agro-processing and hydropower. In the 2025 merger it expanded to the coast by absorbing the former Bình Định province, keeping the "Gia Lai" name.

Summary

Decision No. 11/2021/QĐ-UBND, issued on 20 May 2021 by the People's Committee of Gia Lai Province and effective from 30 May 2021, promulgates the Regulation on compensation for damage to crops when the State recovers land, applicable in 2021 throughout Gia Lai Province. It supersedes Decision No. 342/QĐ-UBND of 26 May 2016 on unit prices for compensating trees and crops. Transitional provisions state that projects for which crop compensation was fully paid before the effective date are not governed by this Decision, and projects whose compensation, support and resettlement plans were approved earlier — whether payment has not begun or is under way — continue under the approved plans. The Regulation applies to state land-administration agencies, organisations performing compensation and ground-clearance tasks, land users defined in Article 5 of the 2013 Land Law, and other related organisations and individuals. For annual crops, the compensation level is based on the yield of the highest-yielding season among the three years immediately preceding, for the main local crop, using yield data supplied by the district-level Statistics Sub-Department where the land is recovered and the average price at the time of land recovery. For perennial crops, compensation follows the rate schedule annexed to the Decision; where several crop types occupy the recovered area, the amounts for each type are aggregated. Rates for flowers and ornamental plants apply only to plants grown in the ground, not in pots. Fruit trees of new or high-quality grafted varieties receive 1.2 times the standard rate for the same species. For pepper posts, living-tree posts are compensated at the annexed tree rates, while unreinforced cast-concrete posts (base D400, top D150, 3 m high) or brick posts 3 m high follow Decision No. 04/2021/QĐ-UBND of 8 March 2021 on new-construction values. Concentrated planted forests are compensated under Clause 3, Article 12 of Circular No. 32/2018/TT-BNNPTNT on forest valuation methods, while scattered forestry trees not meeting the forest criteria of Article 5 of Decree No. 156/2018/NĐ-CP follow the annexed schedule. The Department of Agriculture and Rural Development leads implementation, inspects compliance, conducts quarterly surveys, and proposes amendments where local prices fluctuate by 20 per cent or more or where unlisted crops, certified elite trees or certified elite orchards arise. The annex sets per-unit rates, including rubber from VND 64,211 (first-year planting) to VND 438,000 per tree in harvest years 8–27; robusta coffee up to VND 396,396 per tree; pepper up to VND 494,800 per post; cashew up to VND 408,000; durian up to VND 3,066,000 per tree; avocado up to VND 1,605,100; Ngọc Linh ginseng up to VND 1,211,000 per plant; Bát độ shoot bamboo up to VND 89,650,000 per hectare; and fodder grass up to VND 69,226,000 per hectare.
