Decision No. 67/2021/QD-UBND, issued on 12 November 2021 by the People's Committee of Thua Thien Hue Province and signed by Vice Chairman Hoang Hai Minh on behalf of the Chairman, prescribes the important commodity lines and products to be encouraged and prioritised for support in implementing linkages between production and consumption of agricultural products in Thua Thien Hue Province for the 2021-2025 period, together with the authority for approving linkage support. It was issued pursuant to Decree No. 98/2018/ND-CP of 5 July 2018 of the Government on policies encouraging cooperation and linkage in the production and consumption of agricultural products, Resolution No. 20/2020/NQ-HDND of 23 December 2020 and Resolution No. 30/2021/NQ-HDND of 14 October 2021 of the Provincial People's Council on policies encouraging agricultural production development under the provincial agricultural restructuring programme for 2021-2025, at the proposal of the Director of the Department of Agriculture and Rural Development. On approval authority, the Provincial People's Committee approves support for linkage projects or plans developed by the linkage lead that cover the same commodity line or product across two or more districts, towns or cities, or projects with total state-budget support of 3 billion dong or more; approval of projects confined to a single district, town or city with total state-budget support below 3 billion dong is decentralised to the district-level People's Committee. Dossiers, order and procedures for linkage support follow Article 12, Chapter III of Decree No. 98/2018/ND-CP. The Decision takes effect from 22 November 2021. The attached Appendix lists the eligible commodity lines and products. In crop production these comprise rice (seed and quality commercial rice, prioritising VietGAP, organic and GlobalGAP production), sticky rice and maize; starch crops (sweet potato, cassava); peanut; leaf, root and fruit vegetables produced to GlobalGAP, VietGAP or organic standards; medicinal plants under the list of 12 priority species in Decision No. 1622/QD-UBND of 6 July 2020 approving the scheme to develop medicinal-material raw-material zones linked to the One Commune One Product programme to 2030; fruit trees including banana, jackfruit, pineapple, pomelo varieties, thanh tra, orange, mandarin, lime and durian; lotus; and medicinal and food mushrooms. In animal husbandry the list covers cattle and pigs, and chicken and duck for meat and eggs. In aquaculture it covers crustaceans (crab, black tiger shrimp, white-leg shrimp), numerous fish species including grass carp, clown knifefish, eel, rabbitfish, sea bass, grouper, red tilapia, tilapia and cobia, and molluscs (blood cockle, oyster, sweet snail), plus frog as an amphibian. Where adjustment or addition of commodity lines or products outside the list is needed during implementation, localities report to the Department of Agriculture and Rural Development for consolidation and submission to the Provincial People's Committee for decision.
