Summary
Decree No. 17/2023/ND-CP, issued by the Government on 26 April 2023, details certain provisions and enforcement measures of the Intellectual Property Law concerning copyright and related rights, implementing the Intellectual Property Law (2005) and its subsequent amendments (2009, 2019, 2022). The Decree applies to authors, copyright owners, performers, related rights owners, other organizations and individuals engaged in activities related to copyright and related rights, and state authorities with competence in management of copyright and related rights. The Decree does not set royalty rates or payment methods where the State acts as owner, representative owner or manager of copyrights, except that limits to copyright and related rights are to be implemented in accordance with Article 35 of the Decree.
