People's Committee of Lâm Đồng Province
A Central Highlands province centred on the temperate plateau city of Đà Lạt; population about 1.4 million (2024). Its highland climate supports coffee, tea, flowers and temperate vegetables alongside major tourism. In the 2025 merger it expanded greatly by absorbing the former Đắk Nông and Bình Thuận provinces, becoming Vietnam's largest province by area.
Summary
Decision No. 26/2024/QĐ-UBND of the People's Committee of Đắk Nông Province, dated 14 October 2024, promulgates the unit prices for compensation for damage to crops and livestock in Đắk Nông Province. It is grounded on the 2017 Law on Fisheries, the 2018 Laws on Crop Production and on Animal Husbandry and the 2024 Law on Land, at the proposal of the Department of Agriculture and Rural Development in Submission No. 174/TTr-SNN of 11 October 2024. It applies to organisations performing compensation, support and resettlement duties, land users and lawful owners of crops and livestock on recovered land, and other related parties. Compensation for annual crops follows Appendix I (e.g. rice 7,900 đồng per square metre, maize 6,000, sweet potato 25,300, cassava 9,500, cabbage 35,800, straw mushroom 318,600, lotus for seed 78,000). Perennial crops follow Appendix II with classification by age and quality grades A, B and C for both the basic-construction and the productive stages: for example, robusta coffee in years 4–10 of production is compensated at 693,000/577,500/462,000 đồng per tree by grade; rubber after tapping commences up to 1,149,840; pepper up to 695,400; cashew up to 842,280; macadamia up to 2,303,700; durian in years 4–10 up to 7,690,800; avocado up to 3,700,320; coconut up to 3,465,480; and mangosteen up to 2,917,200 đồng per tree. Certified elite trees, mother orchards, original breeding stock and rare trees in exploitation receive twice the corresponding rate. Appendix III prices ornamental plants and flowers grown in the ground (e.g. green hedges 12,000–26,000 đồng per metre; independent ornamental apricot up to 278,000 đồng per tree; tùng and bách tán group up to 698,000; trellised flowers up to 354,000 đồng per trellis). Appendix IV prices self-invested forestry trees by timber group and diameter — group I species such as Sưa at 415,000 đồng per tree below 7 centimetres up to 580,800 above 20 centimetres; bamboo clumps up to 300,000 đồng per clump — while forest planted with State funds or natural forest is compensated under approved forest valuation instead. Appendix V prices aquaculture: broodstock (e.g. carp 1,060,000 đồng per kilogram in the first exploitation year), fingerlings (e.g. koi 375,000 đồng per kilogram) and commercial fish per square metre by extensive or intensive regimes (e.g. snakehead 254,000, eel 697,200, softshell turtle 611,760, crispy carp 360,000 đồng per square metre); compensation equals damaged pond area times unit price, and opportunistic pond use is capped at 30,000 đồng per square metre. The only non-movable other livestock compensated is swiftlets: compensation equals one year's nest output per swiftlet house (three harvests per year, 120 raw nests per kilogram) at 18,000,000 đồng per kilogram of raw nests. Appendix VI caps crop-relocation support (potted plants 4,000–150,000 đồng per pot; high-value ornamental trees up to 1,500,000 đồng per tree; nursery seedlings 40,000–50,000 đồng per square metre). Projects with approved or in-payment plans continue under those plans. The Decision takes effect from 24 October 2024, replacing Decisions No. 08/2019/QĐ-UBND and No. 22/2020/QĐ-UBND.
