A centrally-governed city on the North Central Coast and the former imperial capital of Vietnam; population about 1.2 million (2024). Heritage and tourism (the Imperial City, a UNESCO site) anchor its economy, alongside services, FDI manufacturing, education and healthcare. It became a centrally-governed city in January 2025 (its name shortened from Thừa Thiên Huế) and was otherwise unchanged by the July 2025 merger.

Decision No. 08/2026/QD-UBND of the People's Committee of Hue City, dated 25 February 2026, prescribes the unit prices of crops and aquaculture livestock, and the unit prices supporting relocation of cages, rafts, fishing gear and aquaculture equipment, as the basis for determining compensation and support values when the State recovers land in 2026 in Hue City. Issued under the Law on Organisation of Local Government No. 72/2025/QH15 and the Land Law No. 31/2024/QH15 on the proposal of the Director of the Department of Agriculture and Environment, it takes effect from 7 March 2026 through 31 December 2026 and replaces Decision No. 136/2025/QD-UBND of 31 December 2025. It applies to land users under Article 4 of the Land Law, State agencies exercising ownership-representation and land administration, and compensation and site-clearance organisations. Compensation principles follow Articles 103 and 104 of the Land Law (non-compensation cases follow Article 105); only crops, livestock, cages, rafts and gear existing at the recovered location before the land recovery notice are compensated. Crop prices already include felling and removal costs, and owners may salvage all products or sell trees, while investors wishing to retain trees negotiate additional payments directly. Aquaculture prices exclude pond investment value, and stock already at harvest stage at the time of recovery receives no compensation; unlisted species are priced by analogy to equivalent species subject to approval. The Annex prices annual crops per hectare, square metre and plant (cabbage group 100,970,000 VND/ha; chilli 125,071,000 VND/ha; lotus and water lily 137,256,000 VND/ha; pure rice 47,791,000 VND/ha and hybrid rice 58,266,000 VND/ha); long-cycle crops by growth stage (fruiting banana 17,000-39,000 VND/tree; dragon fruit 70,000-185,000 VND/post); fruit and industrial trees by trunk diameter, with thanh tra pomelo up to 5,159,000 VND/tree and mangosteen up to 6,816,000 VND/tree at 35 cm or more, durian up to 830,000 VND, macadamia up to 1,929,000 VND and coconut up to 730,000 VND; and timber species both for concentrated planting of 0.3 ha or more (rubber up to 388,663,000 VND/ha; red sua up to 232,985,000 VND/ha; agarwood up to 217,187,000 VND/ha) and scattered planting per tree (rubber up to 785,000 VND). Ornamental and medicinal plants include yellow apricot (hoang mai) up to 5,496,000 VND for trunks over 20 cm, potted-plant transport support of 6,000-61,000 VND per pot, sam bo chinh at 248,316,000 VND/ha and ba kich up to 384,350,000 VND/ha. Aquaculture compensation per square metre distinguishes nursery and growing stages (black tiger shrimp 3,726 and 19,252 VND; whiteleg shrimp 17,087 and 34,298 VND; babylonia snail 61,509 VND; freshwater fish 2,235 and 5,635 VND), and relocation support covers brackish-water net cages at 22,778 VND/m3 plus anchoring at 46,111 VND/m3, freshwater steel-frame cages at 11,333 VND/m3, and gear such as fish corrals at 14,661 VND/m.
