Directive No. 01/2004/CT-NHNN, issued by the State Bank of Vietnam, instructs credit institutions and relevant units on rectifying and standardising the treatment of loan debts owed by individuals and organisations engaged in coffee cultivation, maintenance, purchase and processing. The Directive sets out scope and subjects: it applies to outstanding and future loan accounts at banks and other credit institutions where debtors are coffee growers, caretakers, suppliers, traders, and processors, including households, farms, cooperatives, economic organisations and private enterprises engaged in coffee-related activities.
