Summary
Decree 31/2004/ND-CP, issued by the Government on 19 January 2004, adjusts the pensions of people who retired before April 1993. It implements National Assembly Resolutions 17/2003/QH11 and 19/2003/QH11 on the 2004 state budget and 2004 tasks. The Decree applies to people drawing pensions under three earlier legacy regimes: Decree 218/CP of 27 December 1961, Decree 161/CP of 30 October 1964, and Decree 236/HDBT of 18 September 1985. The adjustment is calculated on the pension currently payable as set under Decree 03/2003/ND-CP of 15 January 2003. From 1 January 2004, the increases are as follows.
