Decision No. 06/2022/QD-UBND of the People's Committee of Ninh Thuan Province, dated 27 January 2022 and effective from 6 February 2022, promulgates the Scheme on accelerating high-technology agriculture and the policy supporting attraction of investment in high-tech agriculture in Ninh Thuan Province for 2021-2030, concretising Resolution No. 06-NQ/TU of 12 October 2021 of the Provincial Party Standing Committee and Resolution No. 19/2021/NQ-HDND of 11 December 2021 of the Provincial People's Council. Reviewing 2016-2020: 13 planned high-tech zones covering 4,306 ha but none yet meeting recognition criteria; 15 projects worth about 1,000 billion VND attracted; high-tech-oriented production reaching 39.6 per cent of sector output value in 2020 at about 600 million VND/ha; and shrimp seed of 42.6 billion post-larvae in 2020, exceeding the 36-billion target, supporting the goal of making Ninh Thuan the national centre for high-quality shrimp seed. Targets for 2021-2025: 30-40 per cent average annual growth in high-tech output value, three to five recognised zones, over 1,000 ha of high-tech production, two to three recognised enterprises, at least 30 effective projects, at least one exported product (notably grape products), and over 50 billion shrimp seed with 30 per cent self-sufficiency in whiteleg and 40 per cent in black tiger broodstock; by 2030, eight to ten zones, one high-tech agricultural park, over 3,000 ha, three to five enterprises, at least 70 projects, at least three exported specialty products, over 60 billion shrimp seed and 1 billion VND/ha. Priority products: grape, apple, garlic, asparagus, aloe vera, melons, vegetables and flowers; cattle, goats, sheep and chickens (pig output capped at 65 per cent of total meat output); and black tiger shrimp, whiteleg shrimp and marine fish. The support policy applies to enterprises, cooperatives, cooperative groups, households and individuals after project completion: 80 per cent up to 300 million VND for applied research or technology rights; 70 per cent up to 2 billion VND per project for new variety production, plus 100 per cent of first seed purchase and 30 per cent of trial costs up to 300 million VND for new crops; 30 per cent up to 1 billion VND for high-tech production of key plant, livestock and aquatic breeds; 30 per cent up to 700 million VND for high-tech cropping (greenhouse or net-house, hydroponics or substrate, automated fertigation, minimum 500 m2); 30 per cent up to 1 billion VND for industrial-scale high-tech livestock (minimum 200 cattle, 600 goats or sheep, or 5,000 chickens); and 30 per cent up to 1 billion VND for high-tech processing and preservation equipment. District-level appraisal councils verify dossiers within 15- and 10-working-day limits, paid direct from district State Treasuries. Estimated total funding 1,226 billion VND: 1,145 billion VND for zone infrastructure and research centres and 81 billion VND (9 billion VND/year, 2022-2030) for the support policy. The Department of Agriculture and Rural Development leads implementation. Signed by Vice Chairman Le Huyen.
