Linh Dang-Nguyen-Phuong is Chief of Staff at the Health and Agricultural Policy Research Institute (HAPRI) in Vietnam, where she has served since April 2020. She holds a Bachelor of Arts in Economic Planning from the University of Economics Ho Chi Minh City and co-authored a 2021 paper in the HAPRI Policy Discussion Series on health care reform in Vietnam. Her research focuses on development economics, health economics and local development, including poverty and inequality and nutrition and health insurance.

Duyen Tran-Thi-Phu is Program Manager at the Health and Agricultural Policy Research Institute and a PhD Candidate in Health Services Research at the College of Public Health, George Mason University, USA. She holds a Master of Public Policy from the University of Auckland, New Zealand, where she also taught public policy. Her published work includes an article in the Journal of Asian Business and Economic Studies, a study of trade liberalization and household nutrition in Food Security, and a study of mental health around retirement in Global Health Research and Policy. She also co-authors an NBER working paper on the choice between social security disability and early retirement benefits. Her research focuses on Health Economics and the Economics of Aging, and in particular on how social insurance policy shapes the labor supply and well-being of older people.

Dinh Nguyen-Xuan is Advisor to the Director at HAPRI since February 2020 (on leave since 2022) and Projects and Data Management Officer in the Financial Institutions Division, Statistics Department at the International Monetary Fund. With MSc in Applied Economics from George Washington University, USA, he coauthored Fintech, a Catalyst for Financial Services Access, Innovation, and Growth in the Financial Access Survey (FAS) Annual Report (International Monetary Fund, 2025). His research focuses on policy analysis, health economics, impact valuation, poverty and trade, and outside his professional commitments he mentors students.
