Decision No. 18/2022/QD-UBND Issuing Economic and Technical Norms Applicable to Agricultural Extension Models in Ba Ria – Vung Tau Province

Decision No. 18/2022/QD-UBND, issued on 22 September 2022 by the People's Committee of Ba Ria - Vung Tau Province and signed by Vice Chairman Nguyen Cong Vinh on behalf of the Chairman, promulgates technical-economic norms applicable to agricultural extension models in the fields of crop production, animal husbandry and fisheries in the province. It was issued pursuant to Clause 1, Article 36 of Decree No. 83/2018/ND-CP of 24 May 2018 of the Government on agricultural extension, at the proposal of the Department of Agriculture and Rural Development in Submission No. 221/TTr-SNN of 19 August 2022. It applies to agencies, organisations and individuals involved in extension activities in the province, takes effect from 5 October 2022 and replaces Decision No. 1125/QD-UBND of 6 May 2019. Transitional provisions allow programmes and projects whose norms were approved before the effective date to continue to completion, while unapproved ones must follow the new norms. Appendix I covers 104 crop objects and models: fruit trees (mango, durian, citrus, jackfruit, mangosteen, custard apple, longan, pomelo, dragon fruit, avocado, coconut, papaya, pineapple, guava, rambutan, passion fruit, jujube, banana, grape) with per-hectare norms by new-planting and intensive years for seedlings, nitrogen, phosphate, potassium, organic fertilisers, lime and pesticides; long- and short-term industrial crops (pepper, cashew, robusta coffee, cocoa, tea, rubber, peanut, beans, sesame, sugarcane); food crops (maize, rice with 100-120 kg seed per hectare, cassava, sweet potato); leafy, sprout and fruit vegetables; edible mushrooms; organic vegetable and fruit production; annual and perennial medicinal plants; flowers and ornamentals including orchids; forestry species and nurseries; mechanisation including seeders, transplanters and agricultural drones; organic compost; fodder grass; and sprinkler, low-flow and drip irrigation systems itemised down to pipes, valves and pumps. Appendix II covers 46 livestock objects and models: organic-oriented meat and breeder chickens and ducks, pigeons, quail, ostrich, pheasant, organic-oriented commercial and breeder pigs, goats and sheep, cattle fattening and breeding, specialty species (rabbit, porcupine, sika deer, bamboo rat), AI boars, artificial-insemination herd improvement, dairy cattle, honey bees, poultry-egg incubation, disease-safe livestock establishments and roughage processing and preservation, specifying feed protein levels, vaccine doses, survival rates and slaughter weights. Appendix III covers 62 aquaculture objects and models, with stocking density, seed size, feed conversion ratio, protein, culture duration, survival rate and yield for freshwater fish, giant freshwater prawn, eel, soft-shell turtle, frog, white-leg and black tiger shrimp, lobsters, marine fish, molluscs and seaweeds, plus 15 capture-fisheries models including squid lift nets, gillnets, purse seines, crab traps, tuna longlines, offshore-vessel equipment (long-range radios, GPS, radar, sonar), LED fishing lights, PU and CPF insulated holds, slurry-ice preservation, hydraulic net winches and cold-drying systems. Deployment norms prescribe scale, duration, technical training, field workshops, summary conferences and supervising staff per model.
