A largely flat province in the Southeast on the Cambodian border, dominated by Bà Đen mountain and the Mộc Bài trade gate; population about 1.2 million (2024). Its economy combines rubber, cassava and fruit, industrial parks, border trade and Cao Đài religious tourism. In the 2025 merger it expanded by absorbing the former Long An province.
Summary
Resolution No. 20/2022/NQ-HĐND, adopted by the People's Council of Long An Province (10th Tenure, 8th Session) on 10 December 2022, amends and supplements several articles of Resolution No. 07/2019/NQ-HĐND of 25 July 2019 on policies supporting linkages in the production and consumption of agricultural products in Long An Province. The Resolution is based on the 2015 Law on Organisation of Local Government (as amended in 2019), the 2015 Law on the State Budget, Decree No. 98/2018/NĐ-CP on policies encouraging cooperation and linkage in agricultural production and product consumption, Decree No. 27/2022/NĐ-CP on the management and implementation of national target programmes, and Decision No. 1088/QĐ-BNN-KTHT of 25 March 2022 of the Ministry of Agriculture and Rural Development approving the pilot scheme for building standard-compliant agricultural and forestry raw-material zones for domestic consumption and export in 2022–2025. The amended scope confines the support policy to products on the provincially approved list of important agricultural commodities prioritised for production–consumption linkage: rice, dragon fruit, vegetables, lime, jackfruit, mango, durian, ornamental apricot (mai), poultry, beef cattle, tra catfish, and shrimp (black tiger and whiteleg). The Resolution adds specific support levels for four newly listed crops: jackfruit — a one-off seedling-cost subsidy of up to VND 15 million per hectare plus input-material support of up to VND 30 million per hectare per year for three years, capped at VND 2,100 million per project or plan; mango — up to VND 10 million per hectare for seedlings plus up to VND 24 million per hectare per year for three years, capped at VND 1,600 million; durian — up to VND 9 million per hectare for seedlings plus up to VND 24 million per hectare per year for five years, capped at VND 2,600 million; and ornamental apricot — up to VND 7 million per hectare for seedlings plus up to VND 26 million per hectare per year for three years, capped at VND 1,700 million. Eligibility requires linkage participants to satisfy the conditions of Article 11 of Decree No. 98/2018/NĐ-CP and Clause 1, Article 21 of Decree No. 27/2022/NĐ-CP. Funding sources are allocated by expenditure category: the National Target Programme on New Rural Development; the target programme on agricultural economic restructuring, natural-disaster mitigation and livelihood stabilisation; agricultural extension and rural vocational-training programmes; cooperative human-resource development policies; and other lawful programmes and projects. The policy runs for the 2020–2025 period. The provincial People's Committee is assigned to organise implementation; the Resolution forms an inseparable part of Resolution No. 07/2019/NQ-HĐND and abolishes Document No. 532/HĐND-TH of 27 August 2019 correcting that Resolution. The Standing Committee, Boards, delegate groups and delegates of the provincial People's Council supervise implementation.
