People's Committee of Tây Ninh Province
A largely flat province in the Southeast on the Cambodian border, dominated by Bà Đen mountain and the Mộc Bài trade gate; population about 1.2 million (2024). Its economy combines rubber, cassava and fruit, industrial parks, border trade and Cao Đài religious tourism. In the 2025 merger it expanded by absorbing the former Long An province.
Decision No. 11/2023/QĐ-UBND of the People's Committee of Long An Province amends and supplements several articles of Decision No. 14/2020/QĐ-UBND dated 17 April 2020, which implements Resolution No. 07/2019/NQ-HĐND of 18 July 2019 of the provincial People's Council on the policy supporting linkages in the production and consumption of agricultural products in Long An Province. The amendment is grounded on the 2015 Law on Organization of Local Government (as amended in 2019), the 2015 Law on the State Budget, Decree No. 98/2018/NĐ-CP on policies encouraging cooperation and linkage in agricultural production and product consumption, Decree No. 27/2022/NĐ-CP on the management and implementation mechanism of national target programmes, Decision No. 1088/QĐ-BNN-KTHT of 25 March 2022 of the Ministry of Agriculture and Rural Development approving the pilot scheme on standard-compliant agro-forestry raw-material zones for domestic consumption and export in 2022–2025, and Resolution No. 20/2022/NQ-HĐND of 10 December 2022 of the provincial People's Council, at the proposal of the Department of Agriculture and Rural Development in Submission No. 1132/TTr-SNN of 17 February 2023. The Decision first revises the scope of the policy: support now applies to products on the approved provincial list of important agricultural sectors and products prioritised for production-consumption linkage, namely rice, dragon fruit, vegetables, lemon, jackfruit, mango, durian, ornamental apricot (mai), poultry, beef cattle, tra catfish (pangasius) and shrimp (black tiger and whiteleg shrimp). It then adds specific support levels for four newly covered crops: for jackfruit, a one-off seedling-cost subsidy of up to 15 million đồng per hectare and input-material support for three years of up to 30 million đồng per hectare per year, capped at 2,100 million đồng per project or plan; for mango, a one-off seedling subsidy of up to 10 million đồng per hectare and input support for three years of up to 24 million đồng per hectare per year, capped at 1,600 million đồng; for durian, a one-off seedling subsidy of up to 9 million đồng per hectare and input support for five years of up to 24 million đồng per hectare per year, capped at 2,600 million đồng; and for ornamental apricot, a one-off seedling subsidy of up to 7 million đồng per hectare and input support for three years of up to 26 million đồng per hectare per year, capped at 1,700 million đồng. Eligibility conditions are aligned with Article 11 of Decree No. 98/2018/NĐ-CP and clause 1, Article 21 of Decree No. 27/2022/NĐ-CP. The policy implementation period is set at 2020–2025, and the underlying Decision is stated to be effective from 28 April 2020 to 31 December 2025, with its content applied from 1 August 2019. The amending Decision's contents apply from 1 January 2023. The Department of Agriculture and Rural Development leads implementation in coordination with relevant departments, sectors and localities.
