A major industrial city in the Southeast region immediately east of Hồ Chí Minh City, with a mix of plains and low hills; population about 3.4 million (2024). A leading FDI and manufacturing centre with extensive industrial zones, alongside agriculture and aquaculture. In the 2025 merger it expanded by absorbing the former Bình Phước province.

Summary

Resolution No. 05/2023/NQ-HDND of the People's Council of Dong Nai Province, adopted at the 12th session of the 10th tenure on 14 July 2023 and effective from 1 August 2023, prescribes the policy supporting development of organic agricultural production in Dong Nai Province through 2030. It is issued pursuant to the State Budget Law 2015 and Decree No. 109/2018/ND-CP on organic agriculture, following Submission No. 57/TTr-UBND of 20 June 2023 of the Provincial People's Committee and Appraisal Report No. 448/BC-BKTNS of the Council's Economic-Budget Committee. The policy covers crop products comprising rice, durian, rambutan, pomelo, mango, black pepper, cocoa, cashew, muskmelon and vegetables of all kinds, and livestock products comprising pigs and chickens; matters not regulated follow Decree No. 109/2018/ND-CP. Beneficiaries (referred to as establishments) are enterprises, cooperatives, cooperative groups, farms, households and household groups producing and trading organic agricultural products; foreign-invested enterprises are excluded. Four support measures are prescribed. First, a one-off subsidy covering 100 per cent of the cost of determining areas qualified for organic production, including baseline investigation, topographic survey and analysis of soil, water and air samples, capped at 300 million VND per enterprise (excluding small enterprises). Second, one-off support for organic production inputs: organic fertiliser for crops at 25 million VND/ha for durian, mango, pomelo and muskmelon; 20 million VND/ha for rambutan, black pepper and cocoa; 12 million VND/ha for fruiting vegetables; 10 million VND/ha for cashew; and 9 million VND/ha for rice and leafy vegetables; and organic feed for livestock at 8 million VND per livestock unit for pigs and 5 million VND per livestock unit for chickens. Third, one-off support for the cost of certification of organic conformity (first-time or re-certification), covering consultancy, training, testing, conversion assessment, certification assessment and surveillance: 100 per cent of the cost of certification to foreign standards for small enterprises, cooperatives, cooperative groups, farms, households or household groups, and 100 per cent of the cost of certification to Vietnamese and foreign standards for enterprises other than small enterprises, in each case capped at 300 million VND per certificate. Fourth, one-off support for traceability and advertising: up to 5 million VND per establishment for a traceability information management account (for one year), up to 25 million VND per establishment for traceability stamps, and up to 20 million VND per establishment for advertising organic products. Eligibility requires satisfaction of the conditions in Clause 4, Article 17 of Decree No. 109/2018/ND-CP, a product consumption plan or linkage contract, use of inputs permitted in organic production, and complete traceability information from production to consumption. Funding comes from the provincial budget. The Provincial People's Committee organises implementation and reports results at regular Council sessions. Signed by Chairman Thai Bao.
