Decision No. 48/2023/QĐ-UBND, issued by the People's Committee of Quảng Ngãi Province on 18 December 2023 and signed by Chairman Đặng Văn Minh, promulgates the unit prices of crops for compensation when the State recovers land, applicable throughout Quảng Ngãi Province in 2024. It takes effect from 1 January 2024 through 31 December 2024. The Decision is grounded in the 2013 Land Law, the 2012 Law on Prices, Decree No. 47/2014/NĐ-CP on compensation, support and resettlement upon State land recovery, and Circulars No. 37/2014/TT-BTNMT and No. 09/2021/TT-BTNMT of the Ministry of Natural Resources and Environment, following the proposal of the Department of Agriculture and Rural Development and appraisal by the Department of Justice. It applies to land users under the 2013 Land Law, state land-administration agencies, organisations performing compensation and ground-clearance tasks, and other related agencies, organisations and individuals. Article 2 sets fixed unit prices in four groups. For industrial crops: rubber from VND 40,000 (year one) to VND 600,000 per tree from year eight; seed-grown and grafted cashew up to VND 500,000 per fruiting tree; coffee and cocoa up to VND 170,000; tea up to VND 120,000; pepper without posts up to VND 220,000 and pepper on wooden or concrete posts up to VND 600,000 per fruiting plant. Fruit trees carry dual rates for seed-grown versus cutting-, layering- or graft-propagated stock: mango, longan and rambutan up to VND 500,000/1,350,000 per fruiting tree over 45 cm basal diameter; jackfruit up to VND 1,800,000/2,100,000; durian and mangosteen up to VND 2,000,000/2,500,000; star apple and avocado up to VND 1,000,000/1,250,000; coconut up to VND 900,000; areca up to VND 400,000; banana at VND 42,000 (pre-fruiting) and VND 162,000 (flowering or fruiting); papaya up to VND 150,000; pineapple up to VND 45,000 per clump. For timber, firewood, resin and oil trees, rates scale with basal diameter: fast-growing species (casuarina, eucalyptus, acacia) from VND 13,000 to VND 200,000; high-value timber species (green ironwood, dipterocarp, black star-wood, mahogany and others) up to VND 1,119,000; agarwood and red rosewood up to VND 2,000,000; cinnamon up to VND 800,000; resin pine up to VND 220,000; trees exceeding 20 cm basal diameter are compensated per cubic metre of timber at market price determined by the compensation organisation and approved by the district-level People's Committee. Schedules also cover bamboo groups (shoot bamboo up to VND 200,000 per plant plus VND 15,000 per shoot), mangrove species (Rhizophora and nipa palm), miscellaneous firewood trees, rattan, and flowers and ornamental foliage plants (climbing flowering plants up to VND 250,000; foliage plants at VND 50,000). Provincial departments, the Provincial Inspectorate, district-level People's Committees and compensation organisations are responsible for implementation.
