Decision No. 35/2024/QĐ-UBND, issued by the People's Committee of Vĩnh Long Province on 4 October 2024 (signed by Vice Chairman Đặng Văn Chính) and effective from 15 October 2024, promulgates the Regulation on unit prices for compensating damage to crops and to livestock — aquatic animals or other animals that cannot be relocated — when the State recovers land in Vĩnh Long Province. It replaces Decision No. 2905/QĐ-UBND of 19 December 2023 and is grounded in the 2024 Land Law, the 2023 Law on Prices, and the Laws on Fisheries (2017), Crop Production (2018) and Animal Husbandry (2018). It applies to land users under Article 4 of the 2024 Land Law, land-administration agencies, compensation, support and resettlement organisations, and other related parties. The Appendix I unit prices serve as the basis for project-specific compensation plans, must reflect market prices, and are adjustable upon fluctuation; crops not listed are priced case-by-case and submitted to the provincial People's Committee for decision; movable un-harvested crops are compensated for relocation costs and actual losses. Planting-density rules reference Decisions No. 04/2021/QĐ-UBND, 33/2022/QĐ-UBND, 30/2023/QĐ-UBND and Decision No. 726/QĐ-BNN-KH: in mono-crop orchards, trees within density or exceeding it by under 30 per cent receive full Appendix I rates; exceedance of 30–under 50 per cent receives 80 per cent, 50–under 80 per cent receives 70 per cent, and 80 per cent or more receives only seedling value; certified elite trees and orchards receive 1.5 times the standard rate. In intercropped orchards the main and one secondary crop receive full treatment while the third crop onward receives 50 per cent; mixed unmanaged gardens receive 70 per cent. Appendix I groups perennial fruit trees into four growth-stage classes (establishment, unstable fruiting, stable fruiting, senescence) with per-tree rates: for example plum up to VND 715,000; quýt mandarin up to VND 745,000; early-season jackfruit up to VND 1,300,000; pomelo up to VND 1,980,000; coconut and mango up to VND 2,000,000; star apple up to VND 2,100,000; durian up to VND 10,000,000 in the stable-fruiting stage (VND 6,300,000 even when senescent); mangosteen up to VND 2,900,000. Single-harvest perennials (pineapple, banana), bamboo priced by height, sedge by planting years, and timber trees (sao, dầu, bằng lăng, xà cừ up to VND 800,000) priced by diameter are also scheduled. Appendix II sets aquaculture compensation by weight class and stocking density: tra catfish VND 35,000–40,000 per kg; climbing perch VND 40,000–45,000; snakehead VND 40,000–45,000; frogs VND 45,000–50,000; giant freshwater prawn VND 130,000–150,000; tilapia VND 45,000–50,000; eel VND 110,000–130,000 per kg. Transitional rules keep already-approved compensation plans unchanged; pending plans follow the new Decision. Price fluctuations of 20 per cent or more are reported through the Department of Agriculture and Rural Development.
