Decision No. 33/2024/QD-UBND of the People's Committee of Quang Ngai Province, dated 14 October 2024, promulgates the Regulation on unit prices for compensation for damage to crops and aquaculture livestock, and on compensation and support levels for relocation costs of aquaculture livestock, when the State recovers land in Quang Ngai Province. It is issued under the 2024 Land Law, its 2024 amending law, and Decree No. 88/2024/ND-CP on compensation, support and resettlement, on the proposal of the Department of Agriculture and Rural Development (Submission No. 4538/TTr-SNNPTNT of 7 October 2024) with legal appraisal by the Department of Justice (Report No. 227/BC-STP of 23 September 2024). The Decision takes effect on 30 October 2024 and replaces Decision No. 48/2023/QD-UBND of 18 December 2023. It applies to land administration agencies, compensation and resettlement organisations, owners of damaged crops and livestock, and related parties. Crop prices follow Annex I and aquaculture prices Annex II; species not listed are valued by equivalent prices or cost estimates (which may be outsourced) appraised by district-level functional divisions. Aquaculture compensation equals damaged pond area multiplied by the unit price, with polyculture ponds apportioned by stocking ratio. Relocation support equals 100 per cent of moving costs (collection, transport hire, containers, oxygen supply) plus costs of improving the new site plus actual losses in transit, capped at 30 per cent of the compensation amount; Annex III sets new-site improvement support at 3,000 VND/m2 for brackish-water and 2,000 VND/m2 for freshwater ponds. Annex I prices annual crops per square metre (rice not yet harvested 4,100 VND, garlic 22,400 VND, asparagus 19,800 VND, shallot 19,700 VND, sugarcane 14,300 VND), perennial industrial crops per tree (rubber from 40,000 VND in year one to 600,000 VND from year eight; pepper on posts up to 600,000 VND when fruiting), fruit trees per tree distinguishing seed-grown from grafted stock (durian and mangosteen up to 2,000,000-2,500,000 VND for fruiting trees with stumps over 25 cm; jackfruit up to 1,800,000-2,100,000 VND; coconut 900,000 VND when fruiting), timber and non-timber forest species by stump diameter (acacia-eucalyptus group up to 232,000 VND at 16-20 cm; precious species such as huynh dan and agarwood up to 1,962,000 VND; trees over 20 cm compensated by cubic metre at current prices), bamboo groups, ornamental flowers (chrysanthemum 50,000 VND/m2, lotus 11,500 VND/m2) and fodder crops. Annex II prices harvest-stage aquaculture per square metre: whiteleg shrimp on sand and raised ponds 61,000-78,000 VND, tidal-zone black tiger shrimp 25,000-34,000 VND, babylonia snail up to 98,000 VND, grouper up to 57,000 VND, softshell turtle up to 290,000 VND, eel up to 219,000 VND, frog up to 213,000 VND, and extensive culture 10,000 VND/m2. Transitionally, plans approved before the effective date but not yet implemented continue as approved; cases without approved plans apply the new prices. Signed by Vice Chairman Tran Phuoc Hien.
