A flat Mekong Delta province on the Cambodian border, including the Plain of Reeds wetlands; population about 1.6 million (2024). One of Vietnam's top rice producers, with pangasius (tra fish) aquaculture, lotus and the Sa Đéc flower industry. In the 2025 merger it expanded by absorbing the former Tiền Giang province.

Summary

Decision No. 41/2024/QĐ-UBND of the People's Committee of Đồng Tháp Province, dated 17 December 2024, promulgates the Regulation on compensation for damage to crops and livestock when the State recovers land in Đồng Tháp Province, pursuant to clauses 4 and 6 of Article 103 of the 2024 Law on Land, at the proposal of the Department of Agriculture and Rural Development. It takes effect from 27 December 2024 and replaces Decision No. 32/2022/QĐ-UBND of 26 December 2022. It applies to State management agencies, compensation, support and resettlement organisations, land users under Article 4 of Law on Land No. 31/2024/QH15, owners of crops and livestock, and other related parties. Compensation principles: only crops and livestock existing before delivery of the land-recovery notice are compensated; annual and perennial crops are valued under clauses 1 and 2 of Article 103 of the 2024 Law on Land based on actual counts of trees, clumps, planted area and growth cycle at inventory; areas on State-managed embankments, canals and dykes are not counted; forest plantations self-funded by households on allocated bare forestry land are compensated at the local felled-timber sale price. Aquaculture not yet harvestable and not movable is compensated for damage; species under CITES-related Decrees No. 06/2019/NĐ-CP and 84/2021/NĐ-CP are appraised by survey of rearing cycle, output and average prices. Unit prices: Appendix I for annual crops gives two tiers, newly planted to mid-growth and after mid-growth — rice 2,200 and 5,500 đồng per square metre, maize 2,360/5,900, sweet potatoes 10,280/25,700, melon varieties up to 33,840/84,600, chilli 14,000/35,000, lotus 18,880/47,200. Appendix II covers perennials in five groups with grades A (stable fruiting), B, C (basic construction), D (under one year), E (aged) and certified elite trees: group 1 includes cam soàn up to 3,744,000 đồng per tree (elite 5,744,000) and mít 2,700,000; group 2 includes vú sữa 5,200,000 (elite 7,200,000), nhãn 2,880,000, dừa 2,500,000, bưởi 1,800,000; group 3 includes sầu riêng 13,910,000 (elite 15,910,000), xoài cát Hòa Lộc 6,500,000, chà là 7,500,000, măng cụt 3,000,000; group 4 (soft-stem) prices papaya up to 190,000 and banana 75,000 đồng per plant; group 5 (timber) prices Sưa đỏ and Cẩm lai up to 6,500,000 đồng per tree, common large timber species up to 800,000, bamboo clumps up to 520,000, with diameter-based classes measured at 1.3 metres. High-technology crops grown by certified high-tech agricultural enterprises receive 1.2 times the appendix prices. Unlisted crops, non-movable other livestock and ornamental plants that cannot be relocated are appraised case by case and approved by the competent People's Committee. Movable aquaculture receives relocation costs of 15,000–20,000 đồng per square metre of pond surface. Plans approved before effectiveness continue unchanged; plans not yet approved apply the new prices. The agriculture department monitors price movements and proposes adjustments.
