People's Committee of Gia Lai Province

A large highland-plateau province in the Central Highlands; population about 1.6 million (2024). A major producer of coffee, rubber and pepper, with agro-processing and hydropower. In the 2025 merger it expanded to the coast by absorbing the former Bình Định province, keeping the "Gia Lai" name.

Decision No. 73/2024/QD-UBND of the People's Committee of Gia Lai Province, dated 31 December 2024, approves the list of training occupations and the specific support levels for each group of participants in elementary-level training programmes and training of under three months in Gia Lai Province. It is issued pursuant to the 2014 Law on Vocational Education, Prime Ministerial Decision No. 46/2015/QD-TTg on support policy for elementary-level and under-three-month training, and Circulars No. 152/2016/TT-BTC and No. 40/2019/TT-BTC of the Ministry of Finance, on the proposal of the Department of Labour, War Invalids and Social Affairs. The Decision takes effect on 11 January 2025 and replaces Decision No. 18/2017/QD-UBND of 12 May 2017; courses opened before the effective date continue under the former levels. Five beneficiary groups are defined: group 1, persons with disabilities under the Law on Persons with Disabilities No. 51/2010/QH12; group 2, members of poor ethnic-minority households and poor households in communes and villages with especially difficult conditions; group 3, ethnic-minority people, persons entitled to preferential treatment for meritorious service under Ordinance No. 02/2020/UBTVQH14, members of poor households, members of households whose agricultural or business land was recovered under Decision No. 12/2024/QD-TTg, and female workers who lost their jobs; group 4, members of near-poor households; and group 5, other women and rural workers. A learner falling into several groups receives only the single highest support level. Meal and travel allowances follow Clause 2, Article 7 of Circular No. 152/2016/TT-BTC. The Annex lists 38 agricultural occupations and 28 non-agricultural occupations with training cost support per person per course, graduated by group. Examples: agricultural cooperative director (three months) is supported at 4,000,000 VND for group 1 down to 1,800,000 VND for group 5; coffee growing and cashew growing (3.5 months) at 4,400,000 down to 2,000,000 VND; rubber tending and tapping (two months) at 2,900,000 down to 1,600,000 VND; standard 1.5-month courses, including pepper, sugarcane, maize, passion fruit, macadamia, avocado, mango, durian, medicinal plants, beekeeping, freshwater fish farming and livestock disease prevention, at 2,300,000 down to 1,400,000 VND. Non-agricultural occupations include agricultural machinery techniques, office informatics, household electrics, diesel engine repair, basic sewing, welding, civil construction, motorbike repair and maintenance (3.5-month courses up to 4,400,000 VND), brocade weaving, carpentry, rattan-bamboo weaving, food preparation, computer assembly, hotel and restaurant services, community-based tourism skills, gong performance and small tractor driving (class A4).
