Decision No. 32/2025/QD-UBND of the People's Committee of Bình Phước Province, signed on 12 June 2025 and effective from 22 June 2025, issues economic-technical norms for producing certain crop and aquatic-animal breeds and for growing certain crops in Bình Phước Province. It is based on the 2025 Law on Local Government Organization, the 2025 Law on Promulgation of Legal Documents, the 2017 Law on Fisheries, the 2018 Law on Crop Production, Decree No. 60/2021/ND-CP on financial autonomy of public service units, Circular No. 06/2021/TT-BNNPTNT on building economic-technical norms, and Resolution No. 27/2023/NQ-HDND of the Provincial People's Council. Article 1 sets the scope: the norms apply to the production of crop and aquatic breeds and the growing of certain crops funded by the state budget in the province, serving as the basis for formulating and appraising investment projects, calculating investment rates, building order/assignment unit prices for breed production, setting crop compensation unit prices on state land recovery, and supporting state management; organizations and individuals may also apply them in agricultural production. Article 2 enacts three appendices: Appendix 1 (crop-breed production), Appendix 2 (aquatic-animal breeds) and Appendix 3 (growing certain crops). Article 3 contains transitional provisions—programs, projects and plans approved before the effective date continue under their prior approval, while those approved afterward follow this Decision; breeds and crops not covered here follow other validly issued norms. Article 4 repeals Decision No. 170/QD-UBND (1 February 2013) and Decision No. 306/QD-UBND (27 February 2013) on basic-construction-period norms for rubber and other crops. Appendix 1 gives the cashew-breed norm (per 10,000 nursery plants), specifying materials (plastic bags, potting soil, manure, phosphate, 140 kg seed, grafting twine, grafting shoots, irrigation pipe, fuel), 168 units of common labour and 13 units of technical labour. Appendix 2 details freshwater pond aquaculture norms—pond renovation (lime 105 kg, manure 225 kg, fuel), broodstock rearing for tilapia, mottled/yellow catfish, koi/common carp (stocking density, sex ratio, feed-protein levels), spawning hormone doses (LRHa, Domperidone, HCG, 17α-methyltestosterone) and nursing norms from fry to fingerling per 10,000 individuals. Appendix 3 gives per-hectare norms across basic-construction and business periods for durian, cashew, black pepper, rubber and robusta coffee, covering seedlings, planting spacing, pure nutrient fertilizer (N, P2O5, K2O), organic matter, lime, plant-protection chemicals, labour and sprinkler-irrigation system components, with references to Ministry of Agriculture technical-advance decisions.
