Circular No. 03/2010/TT-BNNPTNT, issued by the Ministry of Agriculture and Rural Development and dated March 3, 2010, provides guidance on applying Vietnam National Standard TCVN 4193:2005 concerning green coffee beans (coffee nhan). The Circular prescribes scope, subjects of application, definitions, technical requirements, sampling and inspection methods, classification and labeling, packaging, preservation, transportation, and regime of quality control; it applies to organizations and individuals producing, trading, importing, exporting, and inspecting green coffee beans in Vietnam. The Circular becomes effective 15 days after its signing date and supersedes prior conflicting provisions in other regulatory documents.
