This Decision was issued in 2022 by the Bà Rịa – Vũng Tàu Province People's Committee to set economic-technical norms (định mức kinh tế kỹ thuật) applied to agricultural extension models in the province. Based on Decree No. 83/2018/NĐ-CP on agricultural extension, it standardizes the input quantities used to design and budget extension demonstration models. It is not a land-recovery compensation schedule.

• Establishes per-model technical norms for inputs such as seed, fertilizer, and equipment used in agricultural extension demonstration models.

• Covers crop production models (Appendix I), animal husbandry models (Appendix II), and aquaculture farming and capture-fisheries models (Appendix III).

• Crop models span fruit trees, industrial crops, food/staple crops, vegetables, and medicinal plants; equipment includes powered sprayers, fertilizer applicators, seeders, harvesters, and agricultural drones.

• Allows substitution of compound for single fertilizers based on equivalent active-ingredient content while maintaining the prescribed quantities.

• Tasks the Department of Agriculture and Rural Development with coordinating implementation with provincial agencies and district-level People's Committees.

Province-wide in Bà Rịa – Vũng Tàu, effective from 5 October 2022, replacing Decision No. 1125/QĐ-UBND of 6 May 2019 on economic-technical norms for agricultural extension models in the province.
