This Resolution was adopted by the Vĩnh Long Province People's Council (Term X, 5th session) on 14 December 2022. It promulgates provincial budget support policies to develop high-tech agriculture and organic agriculture in the province for the 2022–2030 period, implementing the provincial Party Committee's Resolution No. 03-NQ/TU on high-tech agriculture.

  • Beneficiaries are cooperative unions, cooperatives, cooperative groups, individuals, enterprises and agricultural/aquatic production-and-trading establishments; support is post-investment (paid only after the technology is installed and yields a product) and each beneficiary may receive it once.

  • Supports high-tech crop production (40% of model cost, up to 1 billion đồng/establishment) for the province's key crops — rice, sweet potato, Năm Roi and Da Xanh pomelo, King orange, longan, mango, durian, rambutan, dragon fruit, coconut, jackfruit and vegetables — subject to minimum-area thresholds.

  • Supports high-tech pig and cattle farming (30% of barn-system investment; caps of 200 million đồng/cold barn and up to 1 billion đồng for pigs, 3 billion đồng/establishment for cattle), and net-house/membrane-house systems (30%, up to 1 billion đồng).

  • Funds agricultural/aquatic processing and cold storage (30%, up to 2 billion đồng), organic-fertilizer use, and product traceability (50%, up to 50 million đồng/product), generally conditioned on OCOP 3-star-or-higher products.

  • An appendix lists the high-technology types (e.g. soil-less cultivation, automated irrigation, greenhouse/net-house systems, VietGAP/organic production, irradiation and cold-chain preservation) eligible for support.

Applies province-wide in Vĩnh Long for 2022–2030; took effect on 24 December 2022. Funded from the provincial budget.
