This is a decision of the Long An Province People's Committee, issued in 2023, that amends and supplements Decision No. 14/2020/QĐ-UBND, which implemented Provincial People's Council Resolution No. 07/2019/NQ-HĐND on the policy to support production linkage and consumption of agricultural products in Long An. It is based on Government Decree No. 98/2018/NĐ-CP on cooperation and linkage incentives and Decree No. 27/2022/NĐ-CP on national target programs, and follows the Council's amending Resolution No. 20/2022/NQ-HĐND.
Revises the policy's scope to cover a list of priority agricultural products: rice, dragon fruit, vegetables, lime, jackfruit, mango, durian, ornamental apricot (mai), poultry, beef cattle, pangasius, and shrimp (black tiger and whiteleg).
Adds seedling and input-cost support rates for four crops, including jackfruit (one-time seedling support up to 15 million VND/ha; inputs up to 30 million VND/ha/year for 3 years; project cap 2,100 million VND) and durian (inputs over 5 years; project cap 2,600 million VND).
Sets comparable support caps for mango (1,600 million VND) and ornamental apricot (1,700 million VND) per project or plan.
Aligns eligibility conditions with Article 11 of Decree No. 98/2018/NĐ-CP and Article 21 of Decree No. 27/2022/NĐ-CP.
Sets the policy implementation period as 2020–2025 and assigns the Department of Agriculture and Rural Development to lead implementation.
The decision applies province-wide in Long An; its provisions are implemented from 1 January 2023, while the underlying Decision No. 14/2020/QĐ-UBND is set to run from 28 April 2020 through 31 December 2025.
