This is a Resolution adopted by the Đồng Nai Province People's Council (Tenth Term, Twelfth Session) on 14 July 2023, establishing financial support policies for organic agricultural production in the province through 2030. It is based on Government Decree No. 109/2018/NĐ-CP on organic agriculture and is funded from the provincial budget. Its purpose is to subsidize enterprises, cooperatives, and farming households that produce certified organic crops and livestock.

• Covers organic crops (rice, durian, rambutan, pomelo, mango, pepper, cocoa, cashew, melon, and vegetables) and livestock (pigs and chickens).

• Applies to enterprises, cooperatives, cooperative groups, farms, households, and household groups, but excludes foreign-invested enterprises.

• Funds up to 100% of the cost of assessing land eligibility (surveys and soil, water, and air sampling), capped at VND 300 million per enterprise.

• Provides one-time input subsidies: organic fertilizer at VND 9-25 million per hectare depending on crop, and organic feed at VND 8 million per livestock unit for pigs and VND 5 million for chickens.

• Funds up to 100% of organic certification costs (Vietnamese and foreign standards), capped at VND 300 million per certificate.

• Supports traceability and advertising: up to VND 5 million per facility for a traceability account, VND 25 million for traceability stamps, and VND 20 million for product advertising, subject to having a consumption plan and valid traceability information.

The Resolution applies province-wide in Đồng Nai through 2030 and took effect on 1 August 2023, with matters not addressed governed by Decree No. 109/2018/NĐ-CP and other current law.
