This is a decision of the Vĩnh Long Province People's Committee, signed on 4 October 2024, that promulgates unit prices for compensation for damage to crops and to livestock that are aquaculture or otherwise immovable when the State recovers land in the province. It is based on the 2024 Land Law, the Law on Cultivation, the Law on Fisheries, the Law on Animal Husbandry, and the 2023 Law on Prices. It provides the price basis for building project-specific compensation and resettlement plans.

  • Sets crop compensation unit prices in Appendix I and aquaculture compensation prices in Appendix II.

  • Groups perennial fruit trees into four growth-stage classes (A–D) by age, with prices per tree/trellis (e.g., durian Group 3 ranging from 1,050,000 to 10,000,000 VND/tree across stages).

  • Includes single-harvest perennials, height-based, year-based, and trunk-diameter-based crop categories, plus timber species priced by diameter.

  • Sets density-based adjustments for specialized orchards (full price up to 30% over standard density; 80%, 70%, or seedling-value rates at higher excess) and a 1.5x multiplier for certified elite trees; mixed/uncared 'vườn tạp' gardens at 70%.

  • Lists aquaculture prices per kilogram with stocking densities (e.g., pangasius under 300g at 40,000 VND/kg; giant freshwater prawn under 10g at 150,000 VND/kg).

  • Applies to land users under Article 4 of the 2024 Land Law, land-management and compensation bodies, and related organizations and individuals; includes transitional provisions for plans approved before the effective date.

The decision applies province-wide in Vĩnh Long and takes effect from 15 October 2024, replacing Decision No. 2905/QĐ-UBND of 19 December 2023 on crop prices in the province.
