This is a decision of the Khánh Hòa Province People's Committee, signed on 28 October 2024, that promulgates the regulation on unit prices for compensating and supporting damage to crops and livestock when the State recovers land in the province. It is based on the 2024 Land Law and Government Decree No. 88/2024/NĐ-CP on compensation, support, and resettlement. It sets the valuation basis for compensation plans in land-recovery cases.

• States compensation principles per Article 103 of the 2024 Land Law: only lawfully established crops/livestock are compensated, based on actual inventory of quantity, area, density, and harvest timing.

• Sets calculation methods: annual crops valued by the highest-yield harvest over the prior three years; perennial crops by current orchard value; forestry crops by invested cost plus expected income.

• Provides unit-price appendices for scattered timber trees (Appendix I), concentrated forest plantations (Appendix II), annual crops (Appendix III), ornamental plants (Appendix IV), fruit and industrial trees (Appendix V), and aquaculture (Appendix VI).

• Aquaculture compensation is based on actual cost to the inventory date per square or cubic meter; swiftlet income support equals 100% of one year's nest output (inventory output x 3 harvests x unit price).

• Provides 50% relocation support for terrestrial livestock (capped at 500 million VND per facility) and lets district councils set rates for items not listed in the appendices.

• Applies to land users under Article 4 of the 2024 Land Law, land-management and site-clearance bodies, and related organizations and individuals.

The regulation applies province-wide in Khánh Hòa and takes effect from 28 October 2024; cases with compensation plans already approved or being paid before that date continue under the prior plans.
