This Decision was issued by the Quảng Ngãi Province People's Committee on 14 October 2024. It promulgates a regulation setting unit compensation prices for damage to crops and to farmed aquatic animals, together with the levels of compensation and relocation support for farmed aquatic animals, when the State recovers land in the province. It is grounded in the 2024 Land Law and Government Decree No. 88/2024/NĐ-CP on compensation, support and resettlement upon land recovery.

• Applies to land-administration agencies and compensation/resettlement bodies, owners of affected crops and livestock, and other parties involved in land-recovery compensation.

• Appendix I sets per-square-metre or per-tree compensation prices across a wide range of crops — annual crops, industrial perennials (rubber, coffee, pepper, etc.), fruit trees, timber and non-timber forest species, ornamental plants and fodder crops — generally scaled by plant age, stem diameter or canopy size.

• Appendix II sets per-square-metre compensation prices for farmed aquatic species (e.g. whiteleg and black tiger shrimp, grouper, tilapia, crab, eel, frog, softshell turtle) by average size, with separate rates for brackish, freshwater and extensive (quảng canh) systems.

• Compensation for aquaculture equals affected pond area times unit price; relocation support covers 100% of moving costs plus new-site rehabilitation and transit losses, capped at 30% of the calculated compensation (Appendix III adds per-m² pond-rehabilitation support).

• For crops or species not listed, equivalent prices or an appraised cost estimate approved at district level may be used.

Applies province-wide in Quảng Ngãi and took effect on 30 October 2024, replacing Decision No. 48/2023/QĐ-UBND; pre-existing approved compensation plans continue unchanged.
