This is a Decision issued by the Đồng Tháp Province People's Committee on 17 December 2024 that promulgates a Regulation on compensation for damage to crops and to livestock (aquaculture and other animals) when the State acquires land in the province. It is based on Article 103 of the 2024 Land Law and was proposed by the provincial Department of Agriculture and Rural Development.

• Sets unit compensation prices for annual crops (Appendix I) and perennial crops, including certified parent/elite trees still within their exploitation period (Appendix II).

• Applies a 1.2 multiplier to compensation for high-tech crops grown by certified high-tech agricultural enterprises.

• Establishes compensation principles: only crops/animals present before the land-recovery notice qualify; annual and perennial crops are valued under Clauses 1 and 2 of Article 103 of the 2024 Land Law based on actual counts at inventory.

• Covers aquaculture animals not yet at harvest that cannot be relocated, with case-by-case valuation by the compensation body for registered/coded breeding facilities under Decree No. 06/2019/NĐ-CP (as amended by Decree No. 84/2021/NĐ-CP).

• Provides relocation-cost compensation, including VND 15,000-20,000 per square meter of pond water surface for movable aquaculture, and case-by-case determination for crops/animals not listed in the price appendices.

• Applies to State land-management and compensation bodies, land users and owners of the affected crops and animals, and other related organizations and individuals.

The Regulation applies province-wide in Đồng Tháp and took effect on 27 December 2024, replacing Decision No. 32/2022/QĐ-UBND of 26 December 2022.
