This Decision was issued by the Gia Lai Province People's Committee on 31 December 2024. It approves the catalogue of vocational training occupations and the specific financial-support levels payable to each category of learner enrolled in elementary-level (sơ cấp) and short-term (under three months) training programs in the province, funded by the state budget.

  • Defines five priority learner groups eligible for training support, ranging from people with disabilities and poor ethnic-minority households (highest support) to rural women and other rural workers (lowest); a learner who qualifies under several groups receives only the single highest support level.

  • An attached appendix lists training-cost support per learner per course (in đồng) by occupation and by learner group, split into agricultural occupations (e.g. cooperative management, coffee, pepper, rubber tapping, rice, vegetables, livestock and aquaculture) and non-agricultural occupations (e.g. tailoring, welding, motorcycle repair, electronics, hospitality and tourism).

  • Support amounts range roughly from 1.2 million to 4.4 million đồng per learner per course depending on occupation, course length and learner group; meal and travel allowances follow Circular No. 152/2016/TT-BTC.

  • Assigns implementation to the Department of Labour, Invalids and Social Affairs (lead), the Department of Finance, and district/town/city People's Committees, which compile training demand and run local plans.

Applies province-wide in Gia Lai and took effect on 11 January 2025, replacing Decision No. 18/2017/QĐ-UBND; courses opened before the effective date continue under the cost and support levels of the 2017 decision.
