Decision No. 1467/1999/QD-UB, issued by the People's Committee of Thanh Hoa Province, approves an investment project for development of coffee cultivation in Thanh Hoa. The Decision sets out the scope, objectives, implementation framework, responsibilities and financial arrangements for establishing and expanding coffee plantations within designated communes and districts of Thanh Hoa.
