Circular No. 26/2009/TT-BLDTBXH, issued by the Ministry of Labour, Invalids and Social Affairs on November 27, 2009, prescribes the framework curricula for vocational training at intermediate (trinh do trung cap nghe) and college (trinh do cao dang nghe) levels for four named occupations: Veterinary; Marine Environmental Protection; Coffee and Cocoa Processing; and E-commerce. The Circular sets out the objectives, structure, total training hours, module composition, core competency requirements, learning outcomes, and teacher and facility requirements for each occupation and level. It applies to vocational training institutions, competent authorities, trainers, assessors and learners involved in delivering or managing these vocational programs across Vietnam.
