Circular 20/2008/TT-BLDTBXH, issued by the Ministry of Labour, Invalids and Social Affairs on 29 September 2008, guides the adjustment of pensions, social insurance allowances, and monthly allowances under Government Decree 101/2008/ND-CP. It is one of Vietnam's periodic across-the-board increases to retirement and social insurance benefits, and it directly feeds pension and benefit calculations through a single uplift factor. The Circular covers a broad set of recipients: officials, civil servants, workers, and other employees; military personnel, people's police, and cipher staff drawing monthly pensions; commune, ward, and township officials receiving pensions and monthly allowances under earlier Decrees 121/2003/ND-CP and 09/1998/ND-CP; people receiving monthly working-capacity-loss allowances; people receiving monthly allowances under Prime Minister Decision 91/2000/QD-TTg; and rubber workers receiving monthly allowances. The core calculation is a single uniform uplift. For recipients whose pension or allowance was being paid before 1 October 2008, the adjusted monthly amount equals the amount currently received multiplied by 1.15, a 15 percent increase. The same 1.15 factor applies to people who begin drawing a pension, social insurance allowance, or monthly allowance from 1 October 2008 onward, until a new regulation on the common minimum wage takes effect. The Circular illustrates the rule with worked examples: a pension of 1,429,200 dong becomes 1,643,580 dong; an army captain's pension of 1,876,800 dong becomes 2,158,320 dong; a commune official's allowance of 698,400 dong under Decree 09/1998/ND-CP becomes 803,160 dong; a working-capacity-loss allowance of 758,400 dong becomes 872,160 dong; and an allowance of 342,374 dong under Decision 91/2000/QD-TTg becomes 393,730 dong. For people retiring after the effective date, the increase is applied to the newly computed pension; examples show a defence-industry worker's pension of 1,700,000 dong becoming 1,955,000 dong and a new pension of 1,600,000 dong becoming 1,840,000 dong. On implementation, the Ministry of Labour, Invalids and Social Affairs coordinates with the Ministry of Finance, the Ministry of National Defence, and the Ministry of Public Security to monitor execution; provincial people's committees direct their labour departments and related agencies to inspect and urge local implementation; and Vietnam Social Security carries out the adjustment and payment and reports to the Ministry of Labour, Invalids and Social Affairs and the Ministry of Finance in the first month of Q1 2009 using the attached template. The Circular takes effect 15 days after publication in the Official Gazette, but its provisions apply from 1 October 2008. For pension and benefit calculators, the operative parameter is the 1.15 multiplier on the September 2008 benefit base, with the new benefit effective date of 1 October 2008, and the measure does not change contribution rates, retirement age, or eligibility conditions.
