Circular 01/2009/TT-BLDTBXH, issued by the Ministry of Labour, Invalids and Social Affairs on 14 January 2009, sets the adjustment coefficients for wages and earnings already used as the social insurance contribution base, for workers under the employer-decided pay scheme, implementing Decree 83/2008/ND-CP. The adjustment, often called wage indexation, applies to workers currently participating in or preserving their social insurance period who, from 1 January 2009 onward, draw a pension, a one-time allowance on retirement, a one-time social insurance payment, or whose survivors receive a one-time death benefit, and who have contribution time under the employer-decided pay scheme.
