Resolution No. 03/2020/NQ-HDNDT Approving the Land Price Table for Quang Ngai Province for the 5-Year Period 2020-2024

Resolution No. 03/2020/NQ-HDND, adopted by the People's Council of Quang Ngai Province at its 18th session on 28 April 2020, approves the Table of Land Prices for Quang Ngai Province applicable for the five-year period 2020-2024. The Resolution is issued pursuant to the Law on Organization of Local Government (2015), the Law on Prices (2012), the Land Law (2013), Decree No. 44/2014/ND-CP on land prices, Decree No. 96/2019/ND-CP on the land price frame, Decree No. 01/2017/ND-CP, and Circular No. 36/2014/TT-BTNMT. The Table of Land Prices, set out in the Annex to the Resolution, is to be used as the legal basis for: calculating land-use fees when the State recognizes land-use rights for household and individuals within quota limits; determining payments when converting land to residential use within quota limits; calculating land-use tax; calculating fees and charges in land management and use; calculating administrative fines in land; calculating compensation payable to the State for damage in land management and use; and calculating the value of land-use rights when individuals voluntarily return land to the State where the land was allocated with collection of land-use fees, recognized with collection, or leased with one-off payment for the entire lease term. The Resolution applies to land users and all relevant agencies, units, organizations and individuals. The Provincial People's Committee is assigned to implement and, when necessary, review, adjust and supplement the Table of Land Prices in conformity with Article 14 of Decree 44/2014/ND-CP and Clause 3 Article 9 of Circular 36/2014/TT-BTNMT. The Standing Committee of the Provincial People's Council and its committees and deputies shall supervise implementation. The Resolution was adopted on 28 April 2020 and enters into force on 8 May 2020. The Annex contains detailed land price tables by land category and by locality (examples shown include prices per m2 for agricultural land in Quang Ngai city: annual crop land Vi tri 1 = 50,000 VND/m2; Vi tri 2 = 40,000 VND/m2; Vi tri 3 = 32,000 VND/m2, and separate tables for perennial crops), and applies across the province for the 2020-2024 period.
