Resolution No. 13/2020/NQ-HDND was adopted by the People's Council of Dak Lak Province (9th tenure, 11th session) on 9 December 2020, signed by Chairman Y Bier Nie, and took effect from 1 January 2021. Issued pursuant to the 2017 Law on Irrigation, the 2015 Law on the State Budget and Decree No. 77/2018/ND-CP of 16 May 2018 of the Government on support for the development of small-scale irrigation, on-field irrigation and advanced, water-saving irrigation, the Resolution prescribes provincial support levels for those activities in Dak Lak Province. Its scope covers investment in the new construction of water-storage works and advanced, water-saving irrigation systems, in service of agricultural restructuring linked with new-rural-area development. The eligible beneficiaries are grassroots irrigation organizations and individuals who are members of such organizations. Two groups of support levels are prescribed. First, for investment in water-storage works: grassroots irrigation organizations building such works in communes and villages classified as facing exceptional difficulty receive support equal to 100% of design costs and construction-machinery costs, while those in all remaining communes and villages receive 50% of design and construction-machinery costs; eligibility conditions follow Clause 2, Article 4 of Decree No. 77/2018/ND-CP. Second, for advanced, water-saving irrigation and field levelling: in communes and villages facing exceptional difficulty, grassroots irrigation organizations and individuals investing in advanced, water-saving irrigation systems for the province's key crops — long-term industrial crops (coffee, rubber, pepper, cocoa, cashew) and fruit trees (durian, avocado, mango, citrus) — are supported with 50% of the costs of materials, construction machinery and equipment, capped at 40 million VND per hectare, and with 50% of field-levelling costs, capped at 10 million VND per hectare. In the remaining communes and villages, the support for advanced, water-saving irrigation systems for crops on the provincial list of key agricultural products is 30% of materials, machinery and equipment costs, capped at 25 million VND per hectare, and field-levelling support is 40% of costs, capped at 8 million VND per hectare; eligibility conditions follow Clause 2, Article 5 of Decree No. 77/2018/ND-CP. Funding sources, mechanisms, dossiers and procedures for receiving support are implemented in accordance with Decree No. 77/2018/ND-CP and current regulations. The Provincial People's Committee is assigned to organize implementation and report results at sessions of the Provincial People's Council, while the Standing Committee, the Boards, the delegate groups and the delegates of the Provincial People's Council are assigned to supervise implementation of the Resolution.
