This is Resolution No. 13/2020/NQ-HĐND, adopted by the Đắk Lắk Province People's Council (Term IX, 11th session) on 9 December 2020. It sets support levels for developing small irrigation, on-farm irrigation, and advanced water-saving irrigation in the province, implementing Government Decree No. 77/2018/NĐ-CP. The aim is to support water-storage works and efficient irrigation in line with agricultural restructuring and new-rural-area building.
Water-storage construction: grassroots irrigation organizations receive 100% of design and machinery costs in specially disadvantaged communes and villages, and 50% in remaining areas.
Advanced water-saving irrigation for the province's key crops (long-term industrial crops — coffee, rubber, pepper, cocoa, cashew; and fruit trees — durian, avocado, mango, citrus): 50% of materials, machinery and equipment costs (up to 40 million đồng/ha) in specially disadvantaged areas, and 30% (up to 25 million đồng/ha) elsewhere.
Land-leveling support: 50% of cost (up to 10 million đồng/ha) in specially disadvantaged areas and 40% (up to 8 million đồng/ha) in remaining areas.
Beneficiaries are grassroots irrigation organizations and their individual members; funding, mechanisms, and procedures follow Decree No. 77/2018/NĐ-CP.
Applies provincewide in Đắk Lắk. It takes effect 1 January 2021.
