People's Committee of Đà Nẵng City

A centrally-governed city on the South Central Coast and the largest urban centre in central Vietnam; population about 1.3 million (2024). A hub for tourism, services, its major seaport and manufacturing (electronics, shipbuilding). In the 2025 merger it expanded by absorbing the surrounding former Quảng Nam province.

Decision No. 05/2021/QĐ-UBND of the People's Committee of Đà Nẵng City, dated 15 March 2021, promulgates the Regulation on compensation, support and resettlement when the State recovers land in Đà Nẵng, together with three appendices of unit prices for houses, structures, graves and crops. Effective from 1 April 2021, it replaces Decisions No. 38/2017/QĐ-UBND and No. 23/2019/QĐ-UBND, and implements the 2013 Law on Land, Decrees No. 43, 45 and 47/2014/NĐ-CP, 01/2017/NĐ-CP, 79/2019/NĐ-CP and 148/2020/NĐ-CP, and related circulars. Compensation for land uses the specific land price decided by the municipal People's Committee at the time of the recovery decision. Notable provisions include: support of 80 percent of the same-category compensation price for residential and non-agricultural land restricted by overhead power-line safety corridors without recovery, and 30 percent for perennial-crop and production-forest land; houses built on ineligible land receive 80 percent of appendix unit prices if built before 1 July 2004 and 50 percent if built between 1 July 2004 and 1 July 2014. Relocating households receive 10,000,000 đồng in moving costs. Houses requiring full demolition are compensated at new-construction value; partially demolished houses follow detailed structural cut-line rules. Graves attract additional support of 10,000,000 đồng if interred under one year and 6,000,000 đồng for one to under three years. Crop compensation follows Appendix III, with intercropped species supported at 50 percent for up to two species. Laid-off workers receive an allowance of 70 percent of their social-insurance salary for up to six months. Garden and pond land not recognised as residential is supported at 50 percent of residential land price for use before 15 October 1993 and 30 percent thereafter, capped at five times the local residential allocation quota; agricultural land interspersed in ward residential areas gains 20 to 50 percent of adjacent residential land price depending on adjacency. Life-stabilisation support is 11,000 đồng per square metre of recovered agricultural land, plus monthly support equal to 30 kilograms of rice per person for six months (relocating households) or three months (partial clearance). Training and job-change support equals 3.0 times the annual-crop land price, or 1.5 times for perennial, aquaculture and production-forest land. Business-cessation support equals six months of presumptive tax or 20 percent of one year's average after-tax income; premises renters receive 50 percent. Policy and revolutionary-merit households receive 7,500,000, 4,500,000 or 3,000,000 đồng tiers; poor households 3,000,000 đồng. Progress bonuses for early handover range from 50,000,000 đồng (with house, within 30 days) down to 5,000,000 đồng. House-rent support is 5,000,000 đồng per month for households of up to six persons. Minimum resettlement plots are 70, 100 or 120 square metres by area, and 30 square metres for apartments. Projects approved or paid before effectiveness follow their approved plans.
