Decision No. 37/2021/QD-UBND of the People's Committee of Dong Nai Province, dated 25 August 2021, promulgates the Regulation on economic-technical norms for selected crops in Dong Nai Province; it takes effect on 10 September 2021. The Decision was issued pursuant to the 2015 Law on Organisation of Local Government (as amended in 2019), the 2015 Law on Promulgation of Legal Normative Documents (as amended in 2020), Decree No. 34/2016/ND-CP and Decree No. 154/2020/ND-CP, and Resolution No. 143/2018/NQ-HDND of the Provincial People's Council dated 7 December 2018 on policies supporting linkages in the production and consumption of agricultural products in Dong Nai Province, upon the proposal of the Director of the Department of Agriculture and Rural Development in Submission No. 3672/TTr-SNN of 30 July 2021. The Regulation establishes economic-technical norms for plant varieties, fertilisers, plant protection products and water-saving irrigation systems applied to selected crops. It applies to farmers, farm owners and persons authorised on behalf of farming households or cooperative groups participating in linked production and consumption of agricultural products; to individuals and persons authorised on behalf of groups of individuals or households registered as business households participating in such linkages; and to cooperatives, unions of cooperatives and enterprises engaged in linked production and consumption of agricultural products, these being the beneficiary categories of the support policy under Resolution No. 143/2018/NQ-HDND. The norms are issued in six appendices covering thirty-nine crops. Appendix I covers food crops (three crops): rice, maize and cassava. Appendix II covers fruit trees (twelve crops): orange, mandarin, pomelo, mango, durian, mangosteen, jackfruit, rambutan, avocado, dragon fruit, watermelon and banana. Appendix III covers industrial crops (five crops): black pepper, cashew, cocoa, Robusta coffee and sugarcane. Appendix IV covers mushrooms (seven types): button mushroom, shiitake, straw mushroom, oyster mushroom, wood-ear mushroom, lingzhi and enoki. Appendix V covers ornamental flowers (four crops): Dendrobium orchid for cut flowers, gladiolus, chrysanthemum and marigold. Appendix VI covers vegetables (eight crops): brassica leaf vegetables, cucumber, bitter gourd, bottle gourd, wax gourd, pumpkin, chilli and vegetable legumes. The Department of Agriculture and Rural Development is assigned to lead and coordinate with provincial departments, sectors and localities in guiding and organising implementation, and to monitor, urge and inspect as prescribed. Agencies and units encountering difficulties during application report them to the Department for consolidation and reporting to the Provincial People's Committee for timely amendment and supplementation. The Chief of the Office of the Provincial People's Committee; the Directors of the Departments of Agriculture and Rural Development, Planning and Investment, Finance, and Science and Technology; the Chairpersons of the People's Committees of districts and of Bien Hoa and Long Khanh Cities; and related organisations and individuals are responsible for implementation.
