Resolution No. 162/2021/NQ-HDND, adopted by the People's Council of Quang Tri Province (8th tenure, 6th session) on 9 December 2021, promulgates the policy supporting development of selected crops and livestock generating key products with competitive advantage in Quang Tri Province for 2022-2026. It takes effect on 1 January 2022 and replaces Resolution No. 03/2017/NQ-HDND of 23 May 2017. The policy covers high-quality rice, coffee, black pepper, fruit trees, medicinal plants, raw timber, cattle and shrimp, and applies to enterprises, cooperatives, cooperative groups, farm owners, households and individuals engaged in production, processing, preservation, consumption and related services; centrally managed enterprises and foreign-invested enterprises are excluded, and beneficiaries eligible under overlapping schemes may choose the most favourable level. Crop supports include: coffee replanting toward specialty and organic production with intercropped durian and 034 avocado, a one-off subsidy of up to 70 per cent of seedling and essential input costs (organic fertilisers, biological pesticides and microbial preparations per QCVN 11041-2:2017), capped at 20 million VND/ha for replanting and 10 million VND/ha for garden improvement, maximum 100 ha per year; organic-oriented pepper at up to 50 per cent of costs, capped at 20 million VND/ha for new planting and 10 million VND/ha for rehabilitating diseased, low-yield gardens, maximum 85 ha per year; organic fruit trees (orange, pomelo, avocado, passion fruit) at up to 50 million VND/ha for 50 ha per year on plots of at least 1 ha; organic rice at up to 7 million VND/ha per crop for two consecutive crops, maximum 250 ha per crop, minimum 10 ha; concentrated medicinal plant zones at up to 60 million VND/ha (40 ha per year) and under-forest-canopy medicinal plants at up to 20 million VND/ha (150 ha per year); and high-quality plantation timber using tissue-cultured hybrid acacia at up to 4 million VND/ha, 1,000 ha per year, with an eight-year minimum rotation commitment. Livestock and aquaculture supports cover grass and biomass maize for cattle feed (up to 24 and 7 million VND/ha respectively), intensive beef cattle models of at least 10 head at up to 100 million VND per model (five per year), liquid-nitrogen containers for artificial insemination technicians (up to 4 million VND each, fifteen per year), and high-tech shrimp projects receiving 30 per cent of infrastructure costs up to 500 million VND per project (five per year) subject to minimum yields of 25 tonnes/ha per crop for whiteleg shrimp or 8 tonnes/ha for black tiger shrimp. Further supports fund organic certification (20-30 million VND per project), GMP certification up to 300 million VND, VietGAP cattle-farm certification, trade promotion up to 200 million VND per event, and interest-rate credit support.
