Summary
Resolution No. 15/2023/NQ-HDND of the People's Council of Phu Yen Province, adopted at the 17th session of the 8th tenure on 18 October 2023 and effective from 28 October 2023, prescribes the levels of support for fruit tree planting stock for the period 2023-2025 in Phu Yen Province, including eligibility conditions, support levels, dossiers, procedures and funding sources. It is issued pursuant to the State Budget Law 2015, the 2013 Land Law, the 2018 Law on Crop Production, Decree No. 163/2016/ND-CP and Decree No. 94/2019/ND-CP, following Submission No. 160/TTr-UBND of 28 September 2023 of the Provincial People's Committee. Beneficiaries are cooperatives, cooperative groups, households and individuals (with priority for cooperatives and cooperative groups) holding fruit-growing land in Song Hinh, Son Hoa and Tay Hoa districts. Eligibility conditions require that growing areas conform to local land-use master plans and that supported species comply with the central agricultural extension economic-technical norms in Decision No. 726/QD-BNN-KN of 24 February 2022 of the Ministry of Agriculture and Rural Development; the supported area is capped at 100 ha per district; each model must grow a single species on at least 10 ha, with contiguous plots of 0.5 ha or more and sufficient irrigation water in the dry season; planting stock must be purchased from establishments complying with the 2018 Law on Crop Production and Decree No. 94/2019/ND-CP. Where several support policies cover the same area at the same time, the beneficiary may choose the most favourable one. Eight species qualify: pomelo, orange, longan, lychee, durian, mango, jackfruit and sugar-apple. Support equals 50 per cent of the cost of new planting stock, provisionally set at 8 million VND/ha for longan and lychee, 9 million VND/ha for mango, 10 million VND/ha for pomelo and jackfruit, 12.5 million VND/ha for orange, 16 million VND/ha for durian and 22 million VND/ha for sugar-apple; if actual market prices fall below these levels, support follows the market price at 50 per cent of seedling cost. Support is granted only once per land parcel during the Resolution's implementation. The procedure runs from dossier submission to the commune-level People's Committee, transmittal to district level within five working days, acceptance inspection within ten working days, district approval within five working days, payment through the commune level within a further five working days, and settlement within seven working days after payment. The provincial budget covers 50 per cent of the funding and district-level budgets the remaining 50 per cent; districts prepare annual cost estimates appraised by the Department of Agriculture and Rural Development and approved by the Provincial People's Committee.
