Decision No. 40/2023/QD-UBND Promulgating the Coordination Regulation on Management of Standards, Measurement and Product/Goods Quality in Bac Giang Province

Decision No. 40/2023/QD-UBND, issued by the People's Committee of Bac Giang Province on 9 November 2023, promulgates the provincial coordination regulation on management of standards, metrology, and quality of products and goods within Bac Giang. The Decision is issued on the legal basis of laws and subordinate instruments concerning organization of local government, promulgation of legal documents, standards and technical regulations, product and goods quality, metrology, relevant decrees and ministerial circulars, and at the proposal of the Director of the Department of Science and Technology. The Decision adopts and attaches the full coordination regulation governing inter-agency cooperation in state management of standards, technical regulations, measurement (metrology) and product/goods quality throughout the provincial territory. It expressly repeals and replaces earlier provincial decisions: Decision No. 332/2012/QD-UBND dated 10 October 2012 and Decision No. 15/2018/QD-UBND dated 20 June 2018, which had previously regulated standards, technical regulations, labeling, measurement and quality of products and goods in Bac Giang. The Decision takes effect on 1 December 2023. The Decision assigns responsibility for implementation to provincial-level leaders, including directors of departments and heads of units under the People's Committee, and to district-level authorities and other relevant agencies, which must coordinate implementation of the attached regulation (the regulation text sets out scope, subjects, coordination mechanisms, roles and duties, inspection and handling of violations, information sharing, and other procedural details for managing standards, metrology and product quality). The Decision thereby provides the legal basis for coordinated state management actions at provincial and district levels in areas such as construction and adoption of standards and technical regulations, metrological control and verification, labeling and quality inspection, administrative handling, and inter-agency information exchange, according to the detailed provisions of the attached coordination regulation.
