A flat Mekong Delta province between the Tiền and Hậu rivers; population about 1.0 million (2024). A classic Delta economy of rice, fruit orchards, aquaculture and brick/ceramics. In the 2025 merger it expanded by absorbing the former Bến Tre and Trà Vinh provinces.
Decision No. 16/2024/QD-UBND, issued by the People's Committee of Ben Tre Province on 7 May 2024 and signed by Chairman Tran Ngoc Tam, promulgates the set of criteria for identifying enterprises in the "leading-source group" and the "leading group" in Ben Tre Province; it takes effect from 18 May 2024. The criteria serve as the basis for enterprises to enjoy preferential policies under Resolution No. 09/2023/NQ-HDND of 5 July 2023 of the Provincial People's Council on special policies to encourage and support enterprise development. Eligible subjects are enterprises operating in the province that comply well with State law (fulfilling obligations to the State and incurring no administrative sanctions in any field), together with related agencies, organizations and individuals. For the leading-source group, four criteria apply: local budget contribution (annual State tax payments above 10 billion VND and below 20 billion VND); operational scale (agriculture, forestry, fisheries, construction and industry enterprises with annual revenue above 100 billion and below 200 billion VND plus over 100 socially insured employees, or revenue above 100 billion VND with 100 to under 200 insured employees; trade and services enterprises with revenue above 200 billion and below 300 billion VND plus over 50 insured employees, or revenue above 200 billion VND with 50 to under 100 insured employees); operational efficiency (pre-tax profit above 10 billion and below 20 billion VND for the agriculture-industry group, or above 20 billion and below 30 billion VND for trade and services); and social responsibility (over 500 socially insured employees per year). Meeting at least one criterion, or scoring from 10 to under 50 points under Article 3, qualifies an enterprise for the leading-source group. For the leading group, scoring is performed independently under three appendices: Appendix I on promoting provincial socio-economic development (maximum scores of 30 points for budget contribution scaled from over 20 billion to over 1,000 billion VND in tax, 25 points for scale, 20 points for pre-tax profit and 25 points for social responsibility, with up to over 5,000 insured employees); Appendix II on key agricultural product value chains, requiring simultaneous satisfaction of three criteria including operation in the province's key chains (coconut, fruit, rice, seedlings and ornamental plants, vegetables, pigs, cattle, poultry, aquatic breeds, shrimp) and concentrated raw-material areas of minimum sizes (e.g., coconut 10 ha, fruit 10 ha, rice 10 ha, vegetables 2 ha, pigs 300 head/20 households, poultry 2,000 head/20 households, shrimp farming 100 ha); and Appendix III on science-technology application and digital transformation, recognizing science and technology enterprises, high-tech agricultural enterprises and digital transformation from level 3 upward. An enterprise reaching at least 50 points on any one appendix is classified in the leading group; "green enterprise" criteria in Appendix IV add bonus points (one point each, maximum 12). The Department of Planning and Investment leads implementation; the Tax Department and provincial Social Security annually submit lists of qualifying enterprises.
