This is a Decision issued by the Bến Tre Province People's Committee on 7 May 2024 that establishes criteria for identifying enterprises in the "leading-source" group and the "leading" group in the province. The criteria serve as the basis for enterprises to qualify for the preferential policies under Resolution No. 09/2023/NQ-HĐND on special policies encouraging and supporting enterprise development in Bến Tre.

• Applies to enterprises operating in Bến Tre that comply well with State law (meeting obligations and free of administrative penalties).

• Defines "leading-source" enterprises by criteria on local budget contribution (tax of over VND 10 to under 20 billion/year), operating scale (revenue plus insured-labor thresholds differing by sector), business efficiency (pre-tax profit), and social responsibility (over 500 insured workers); meeting at least one criterion, or scoring 10 to under 50 points, qualifies.

• Defines "leading" enterprises through a points system across three appendices: socio-economic development contribution (Appendix I), key agricultural product value chains (Appendix II), and science-technology application and digital transformation (Appendix III); a minimum of 50 points on at least one qualifies.

• Identifies the province's key agricultural value chains, including coconut, fruit, rice, seedlings/ornamental plants, vegetables, pigs, cattle, poultry, aquaculture seed, and shrimp.

• Awards up to 12 bonus points for meeting "green enterprise" criteria in Appendix IV.

• Assigns the Department of Planning and Investment to lead implementation, with the Tax Department and Social Insurance agency annually reporting qualifying enterprises.

The Decision applies province-wide in Bến Tre and took effect on 18 May 2024.
