Decision No. 35/2024/QĐ-UBND of the People's Committee of Đà Nẵng City, dated 7 October 2024, promulgates the unit prices for compensation for damage to crops and livestock when the State recovers land in Đà Nẵng. It is grounded on the 2024 Law on Land and Decree No. 88/2024/NĐ-CP on compensation, support and resettlement upon land recovery, at the proposal of the Departments of Agriculture and Rural Development and of Natural Resources and Environment, and takes effect from 21 October 2024. It comprises three appendices. Appendix I governs aquaculture animals and other non-movable livestock: animals already at harvest stage receive no compensation; those not yet harvestable are compensated for actual losses from early harvest; animals stocked after the land-recovery notice are excluded; unlisted species are appraised at market prices by the compensation council and approved by the district People's Committee. Compensation formulas are differentiated by rearing duration and average weight — for fish under two months (or under 10 percent of commercial weight) compensation equals stocking density times area times fingerling price plus investment cost per square metre; from two to four months it equals density times average weight times area times commercial price; from four months it is computed on the weight gap to commercial size. Brackish-water shrimp use analogous thresholds at one and two months (size classes over 500, 100–500 and under 100 head per kilogram). Table 1 lists stocking densities, commercial sizes and prices for 22 species, including red tilapia 80,000 đồng per kilogram, snakehead 70,000, eel-catfish 100,000, eel (cá chình) 500,000, sea bass 180,000, cá nâu 350,000, whiteleg shrimp 150,000, black tiger shrimp 250,000 and crab 450,000; Table 2 prices fingerlings (e.g. cá chình 90,000 đồng per juvenile) with investment costs of 2,000–5,000 đồng per square metre. Movable livestock receive relocation support assessed case by case. Appendix II sets unit prices for annual crops — rice 12,000 đồng per square metre, maize 9,500, sweet potato 14,000, leafy vegetables 20,000, lettuce and cabbage group 35,000, specialised water spinach 26,000 — and for perennials, for example pepper at the productive stage 2,200,000 đồng per post, productive pomelo 4,600,000 đồng per tree, citrus 900,000, durian from year seven 1,000,000, local jackfruit 1,000,000, coconut 710,000, dragon fruit 550,000, mangosteen 1,500,000, cashew 380,000 and coffee 200,000. A flower and ornamental schedule prices chrysanthemums at 150,000 đồng per plant and ornamental apricot or peach with trunk diameter above 20 centimetres at 2,500,000 đồng per tree. Crops planted after the inventory notice are not compensated; unlisted crops are appraised at market prices. Appendix III addresses forestry trees: planted forests apply the city's price bracket for forest types in force at recovery; other plantations are compensated by development stage (full initial investment and tending costs during basic construction; residual orchard value during harvest; felling costs only for trees due for liquidation); scattered forestry trees not meeting plantation criteria are appraised by the compensation council and approved by district People's Committees.
