A South Central Coast province centred on the resort city of Nha Trang; population about 1.3 million (2024). Tourism, fisheries and seafood processing, and the strategic Cam Ranh and Vân Phong ports drive its economy. In the 2025 merger it expanded southward by absorbing the former Ninh Thuận province.
Decision No. 32/2024/QD-UBND, issued by the People's Committee of Khanh Hoa Province on 28 October 2024 and signed by Chairman Nguyen Tan Tuan, promulgates the Regulation on unit prices for compensation and support for damage to crops and livestock when the State recovers land in Khanh Hoa Province. It takes effect from 28 October 2024; cases with land-recovery decisions and approved or partly paid compensation plans before that date continue under the approved plans. Legal bases include the 2024 Land Law and Decree No. 88/2024/ND-CP on compensation, support and resettlement. It applies to land users under Article 4 of the 2024 Land Law, land-administration agencies, site-clearance compensation organizations and other related parties. Principles: only crops and livestock lawfully established before the land-recovery notice are compensated; compensation is based on actual inventory of quantity, area, density and harvest timing; owners may retrieve their crops and livestock before handing over land; for single-species perennial orchards, planting below the prescribed density is compensated at actual density while planting above it is capped at the prescribed density (a density table covers 28 species, e.g., durian 200 trees/ha, coffee 1,110 trees/ha, pepper 5,400 posts/ha); where several perennial species share a plot, compensation proceeds from highest-value species downward within density limits; annual crops past harvest are not compensated, and agricultural crops on land zoned for the three forest categories are not compensated; aquaculture not yet harvestable is compensated for early-harvest losses or relocation costs. Calculation methods: annual crops are paid the output value of one harvest using the highest yield of the three preceding years; perennials are paid the current orchard value excluding land-use rights; flowers and ornamentals receive support based on surveyed initial investment; forestry plantations (minimum 0.3 ha) are valued at establishment costs plus expected income. Six appendices set prices: scattered timber trees by year (e.g., acacia/eucalyptus 37,000 VND in year 1 to 194,000 VND from year 11; huong up to 577,000 VND); concentrated plantations per hectare (acacia at 2,000 trees/ha from 74,000,000 VND in year 1 to 388,000,000 VND from year 11; pine up to 628,000,000 VND in years 16–20; do bau up to 1,409,588 VND/tree); annual crops per square metre (rice 6,000 VND, melon-netted 77,000 VND, garlic 28,000 VND); ornamental plants graded A/B/C (e.g., mountain phat tai up to 510,000 VND); fruit and industrial trees by establishment year and harvest-grade A/B/C (durian up to 4,573,000 VND/tree; seed-grown mango up to 6,781,000 VND; grafted mango up to 2,251,000 VND; mangosteen up to 2,946,000 VND); and aquaculture per m2/m3 by species, farming intensity and stage (intensive whiteleg shrimp up to 140,521 VND/m2; ornate spiny lobster up to 7,497,250 VND/m2 at 12–16 months). Specific supports include 100% of one year's swiftlet-nest output (inventory yield x 3 harvests x current price), relocation cost support for movable aquaculture, and 50% of relocation costs for land animals capped at 500 million VND per establishment. Unlisted species are benchmarked to comparable ones by district councils.
