In 2025 it became the primary successor of the former MOLISA, taking on labour, employment, wages and social-affairs functions.

Summary
Law 41/2024/QH15, the Social Insurance Law passed by the National Assembly on 29 June 2024, is a comprehensive replacement statute governing social insurance in Vietnam. It sets out the rights and responsibilities of agencies, organizations, and individuals; the social pension allowance; registration, collection, and contribution management; the compulsory and voluntary social insurance regimes; the social insurance fund; supplementary retirement insurance; and complaints, denunciations, and state management. For take-home-pay, pension, and contribution calculations, the most operative content is Article 2 on who must participate. Vietnamese workers in compulsory social insurance now include those working under indefinite-term contracts and fixed-term contracts of at least one month, including arrangements under a different name that still involve paid work under one party's management.…
