Summary
Decision No. 29/2025/QĐ-UBND of the People's Committee of Gia Lai Province, dated 4 April 2025, amends and supplements Decision No. 57/2024/QĐ-UBND of 31 October 2024 promulgating the unit prices for compensation for damage to crops and livestock when the State recovers land in Gia Lai Province. It is grounded on the 2025 Laws on Organization of Local Government and on Promulgation of Legal Normative Documents, the 2024 Law on Land and its 2024 amending law, Decree No. 88/2024/NĐ-CP on compensation, support and resettlement, and Decree No. 102/2024/NĐ-CP, at the proposal of the Department of Agriculture and Environment. Article 1 revises clause 2, Article 3 of Decision No. 57/2024/QĐ-UBND so that for buffaloes, cattle, pigs, goats, sheep, sika deer, civets, porcupines, bamboo rats and rabbits the compensation equals the Appendix III unit price multiplied by total live weight in kilograms. Article 2 replaces the entire price appendix. The new Appendix I prices 65 annual crops per square metre, including wet rice 6,500 đồng, upland rice 3,000, maize 5,800, cassava 7,000, newly planted sugarcane 11,000, chilli 21,500, asparagus 36,500, French beans 35,300 and strawberry 26,900. Appendix II prices perennials by stage: industrial and fruit crops state planting densities, harvest cycles, per-tree prices for the new-planting and basic-construction years and per-kilogram product prices in the harvest period — robusta coffee (1,110 trees per hectare) from 85,600 đồng per tree in year one with harvest-period output at 57,800 đồng per kilogram of green beans; pepper up to 215,100 đồng per post and 52,600–56,200 đồng per kilogram of dry pepper; rubber up to 465,250 đồng per tree and 5,700–6,650 đồng per kilogram of dry latex; durian up to 951,000 đồng per tree and 15,650 đồng per kilogram; cashew output 6,500 and macadamia 35,000 đồng per kilogram; golden camellia up to 1,000,000 đồng per tree. Forestry species (gáo, xà cừ, dầu, eucalyptus, bời lời, acacia, pine, sao đen, Sưa đỏ, agarwood, teak, giổi xanh, giáng hương, gõ đỏ, căm xe and others) are priced per tree by year with fixed annual increments after year ten. Ornamental schedules price yellow apricot up to 1,000,000 đồng per tree, lộc vừng and tùng groups up to 1,000,000, and shade trees up to 200,000. Appendix III prices livestock per kilogram of live weight by type, breed and age — buffalo meat 75,000–100,000 đồng; domestic beef cattle 75,000–100,000 with breeding bulls up to 132,000–158,400 for exotic breeds; pregnant sows 120,000–140,000; goats 110,000–150,000; sika deer up to 450,000; civets up to 2,500,000; porcupines up to 550,000; bamboo rats up to 800,000; free-range chickens 133,000 đồng per bird and exotic laying ducks 351,000 per bird. Aquaculture is priced per kilogram by month of rearing (e.g. cá thát lát from 188,571 đồng in month one; cá bống tượng up to 541,333; giant river prawn 1,158,030 in month one). Plans approved before 15 April 2025 follow the approved plans; plans prepared but not yet approved must be re-appraised under the new prices. The Decision takes effect from 15 April 2025.
