Summary

Decision No. 23/2025/QD-UBND of the People's Committee of Bình Phước Province, signed on 19 May 2025 and effective from 30 May 2025, issues economic-technical norms applicable to agricultural extension activities in Bình Phước Province. It is grounded in the 2025 Law on Local Government Organization, the 2025 Law on Promulgation of Legal Documents, Decree No. 83/2018/ND-CP on agricultural extension, Decree No. 78/2025/ND-CP, Decree No. 60/2021/ND-CP on financial autonomy, Circular No. 06/2021/TT-BNNPTNT on building economic-technical norms, and Resolution No. 27/2023/NQ-HDND of the Provincial People's Council. Article 1 sets the scope—the norms apply to state-budget-funded agricultural extension activities and serve as the basis for estimating, managing, using and settling budget funds for extension tasks; they apply to organizations and individuals conducting extension. Article 2 enacts five appendices by field. Article 3 assigns implementation and sets the effective date. The norms are essentially technical schedules: per model, they specify breed/seed and material inputs (per hectare, per tonne of raw material, or per scale unit), implementation norms (duration in months, number of training sessions, model boards, preliminary/final review conferences) and technical-guidance staffing (qualification and area/scale per officer). Appendix 1 (Cultivation - Plant Protection) covers some 26 models: organic and indigenous rice, commercial maize, leafy and fruit vegetables, nano-organic-fertilizer and substrate vegetable production, asparagus, oyster/straw/lingzhi/wood-ear mushrooms, GAP intensive cultivation of longan, rambutan, pomelo, citrus, durian and jackfruit, new/replacement coffee, business-period organic coffee, sustainable pepper, new/replacement and intensive cashew, and sustainable smallholder rubber, listing pure-nutrient N/P2O5/K2O, organic and bio-fertilizers, biological plant-protection products and labour. Appendix 2 (Animal Husbandry - Veterinary) covers forage cultivation, indigenous meat and breeding chickens, organic-oriented meat chickens, incubation, and organic-oriented meat pigs, with scale caps (e.g., ≤2,000 or ≤1,000 head, ≤2 farms). Appendix 3 (Fisheries) covers over twenty pond, tank and cage-raft aquaculture models (black carp, snakehead, sand goby, climbing perch, softshell turtle, frog, tilapia/red tilapia intensive and semi-intensive, grass carp, common carp, white pomfret, catfish, pangasius/basa, etc.), referencing scale-based norms (per ha or per 500 m³) and one technical officer per model. Appendix 4 (Extension Information and Communication) sets norms for producing short extension news clips, reportages and television talk shows, applying Circular No. 03/2018/TT-BTTTT. Appendix 5 covers extension training. Annex tables are technical norm schedules; they are characterized here rather than transcribed.
