Decision No. 16/2025/QĐ-UBND, issued by the People's Committee of Đắk Nông Province on 30 May 2025 (signed by Vice Chairman Lê Trọng Yên) and effective from 10 June 2025, promulgates the Regulation on economic-technical norms for producing plant varieties and aquatic breeds in agricultural and rural-development activities funded by the State budget in Đắk Nông Province. The norms cover six nursery crop products — seedling and grafted coffee, pepper, seedling and grafted avocado, and grafted durian — and ten freshwater fish breeds: common carp, tilapia, red tilapia, grass carp, black carp, lăng catfish (yellow and red-tailed), marble goby, climbing perch, hybrid catfish and clown knifefish. They form the basis for building unit prices, cost estimates, inspection, acceptance and quality evaluation, and apply to organisations and individuals assigned, ordered or contracted through bidding to supply such breeds with State-budget funds. The legal bases include the 2015 Law on the State Budget, the 2017 Law on Fisheries, Decrees No. 32/2019/NĐ-CP and No. 60/2021/NĐ-CP, Circulars No. 05/2020, 06/2021 and 14/2021 of the Ministry of Agriculture and Rural Development (now the Ministry of Agriculture and Environment), national technical regulation QCVN 02-33-3:2021 and national standards such as TCVN 9301:2013 (avocado seedlings) and TCVN 10684 (coffee and pepper). Annex I sets, for each crop, seed and scion quality requirements, nursery-exit standards and material-labour norms per 1,000 seedlings: seedling robusta coffee requires germination of at least 75 per cent, plants 30 cm or taller with five to six leaf pairs and 16.03 labour-days; grafted coffee requires a graft union 12–15 cm above the bag and a survival rate of at least 90 per cent; pepper requires 5,000 cuttings per 1,000 plants; seedling avocado requires 50 kg of seed and 20.84 labour-days; grafted durian must leave the nursery at 80 cm or taller with at least three primary branches, eight to twelve months after grafting, using 19.52 labour-days. Annex II prescribes broodstock requirements, fingerling specifications and maximum input norms per species: carp broodstock aged two to six years weighing at least 2.5 kg with minimum fecundity of 40,000 fry per kilogram of female; tilapia spawning up to six times yearly with sex-reversal hormone at 60 mg per kilogram of feed; grass and black carp broodstock of at least 3 kg; lăng catfish paired at one male to ten females; marble goby fecundity of at least 80,000 fry; climbing perch 150,000 fry; hybrid catfish (African catfish male × yellow catfish female) injected with HCG at 4,000–6,000 IU per kilogram of female. Norms specify feed protein levels, pond-disinfection chemicals, LRHa and Domperidone doses, electricity and labour, and minimum survival rates (for example carp at least 50 per cent from fry to fingerling stage and 40 per cent to juvenile). Difficulties or changes in base salary or price inflation are reported through the Department of Agriculture and Environment for timely adjustment.
