This is a Decision of the Đắk Nông Province People's Committee, signed on 30 May 2025, that issues economic-technical norms (định mức kinh tế - kỹ thuật) for producing certain plant varieties and aquaculture breeds in the province's agriculture and rural development sector. Its core purpose is to provide a standardized basis for budgeting, pricing, and quality control of state-funded seed and breed production.

• Applies to the production of specified plant varieties (coffee seedlings and grafts, pepper, avocado seedlings and grafts, grafted durian) and aquaculture breeds (carp, tilapia, red tilapia, grass carp, black carp, catfish/lăng, marble goby, climbing perch, hybrid catfish, featherback) using state budget funds.

• The norms serve as the basis for calculating and building unit prices, cost estimates, and outputs, and for inspection, acceptance, and quality assessment of plant varieties and aquaculture breeds.

• Detailed technical norms are set out in two annexes: Annex I (production of selected plant varieties) and Annex II (production and nursing of selected aquaculture breeds).

• Issued under the Law on Local Government Organization, the Law on State Budget, the Law on Fisheries, and Ministry of Agriculture technical standards and circulars cited in the Decision.

• Assigns the Department of Agriculture and Environment and related agencies responsibility for implementation.

The Decision applies province-wide in Đắk Nông to state-budget-funded seed and breed production and takes effect from 10 June 2025.
