Decision No. 017/2025/QD-UBND Prescribing Economic-Technical Norms for Rotational Nursing Services for Persons with Meritorious Services in Dak Lak Province

Decision No. 017/2025/QD-UBND of the Dak Lak Provincial People's Committee, dated October 27, 2025, prescribes the economic-technical norms applicable to rotational nursing services for persons with meritorious services on the territory of Dak Lak. The Decision is issued pursuant to the Law on Organization of Local Government No. 72/2025/QH15, Decree No. 32/2019/ND-CP on assignment, ordering or procurement of public products and services using state budget regular expenditures, Decree No. 60/2021/ND-CP on financial autonomy of public service units, Prime Minister Decision No. 15/2025/QD-TTg on standards and norms for use of machinery and equipment, and Ministry of Finance Circular No. 23/2023/TT-BTC on management and depreciation of fixed assets. It responds to proposals and documents submitted by the Department of Home Affairs. The Decision applies to the Department of Home Affairs, the Provincial Nursing Center for Persons with Meritorious Services when providing rotational nursing by assignment or order and using state budget funds, and other relevant agencies, units, organizations and individuals. The Decision defines economic-technical norms as the consumption of labor, materials and equipment necessary to perform each task in the provision of rotational nursing services so as to meet prescribed standards. It establishes three component norms: (1) labor norms, which include leadership/management labor (appointed leaders from deputy level upward with at least university training in relevant fields), specialized professional labor (positions requiring technical/professional training from intermediate level upward, e.g., psychology, medicine, pharmacy), general professional labor (administrative, office management, personnel, finance positions not holding professional titles), and support/service labor (simple tasks such as security, drivers, cooks); (2) equipment norms, being quantities and usage time of each equipment necessary for nursing and care of wounded/meritorious persons (excluding equipment used for indirect management/service functions); and (3) material norms, being the material consumption necessary to perform nursing in accordance with standards issued by the Ministry of Labor, War Invalids and Social Affairs (now Ministry of Home Affairs). Detailed norms are provided in the appendices. Organizational responsibilities are assigned: the Department of Home Affairs shall lead and coordinate guidance and inspection of implementation and shall propose amendments when underlying factors change; other relevant departments and units must coordinate. The Decision takes effect on November 10, 2025, and abolishes Decision No. 62/2024/QD-UBND of Phu Yen Provincial People's Committee dated November 15, 2024. The Chief of Office of the Provincial People's Committee and specified department directors are charged with enforcement.
