People's Committee of Huế City
A centrally-governed city on the North Central Coast and the former imperial capital of Vietnam; population about 1.2 million (2024). Heritage and tourism (the Imperial City, a UNESCO site) anchor its economy, alongside services, FDI manufacturing, education and healthcare. It became a centrally-governed city in January 2025 (its name shortened from Thừa Thiên Huế) and was otherwise unchanged by the July 2025 merger.
Summary
Decision No. 130/2025/QD-UBND, issued by the People's Committee of Huế City on 11 December 2025 and effective from 22 December 2025, amends and supplements Decision No. 06/2020/QD-UBND (22 January 2020) and Decision No. 67/2021/QD-UBND (12 November 2021), both originally issued by the People's Committee of Thừa Thiên Huế Province (now Huế City). It is grounded in the Law on Local Government Organization No. 72/2025/QH15, the Law on Environmental Protection No. 72/2020/QH14, Decrees No. 52/2018/ND-CP (rural trades), 98/2018/ND-CP (cooperation and linkage in production and consumption of agricultural products) and 131/2025/ND-CP (division of powers of two-tier local government in the agriculture and environment sector), and Resolutions No. 03/2025/NQ-HDND and 21/2025/NQ-HDND on agricultural support policies to 2030. Chapter I revises the regulation on recognition of traditional trades, craft villages and traditional craft villages: recognition follows Article 6 of Decree 52/2018 and Article 39 of Decree 131/2025; it reassigns duties among the Department of Agriculture and Environment (craft-village environmental protection, clean technology, approval of village environmental protection plans), the Department of Finance (budget allocation), the Department of Industry and Trade (industrial-extension policy, selection of typical rural industrial products, handicraft contests), and the People's Committees of communes and wards (state management, five-yearly review, annual lists for grant or revocation of recognition certificates). It replaces "Thừa Thiên Huế Province" with "Huế City", "district/town/city" with "commune/ward", and abolishes Articles 9, 11 and 14 and references to the dissolved Departments of Planning and Investment and of Information and Communications. Chapter II amends Decision No. 67/2021/QD-UBND on priority sectors and products for production-consumption linkage support for 2021-2025, aligning approval authority with Resolutions 03/2025 and 21/2025. The appended list of encouraged, priority-supported sectors under Decree 98/2018 covers cultivation (rice including VietGAP/organic/GlobalGAP rice, glutinous rice, maize, sweet potato, cassava, groundnut, vegetables, 12 priority medicinal plants, fruit trees, lotus, mushrooms), livestock (cattle, pigs, chickens, ducks), aquaculture (crab, black tiger and whiteleg shrimp, various fish, blood cockle, oyster, sweet snail) and amphibians (frog).
