Decree 17/2013/ND-CP amending and supplementing Decree 204/2004/ND-CP of December 14, 2004 on the salary regime for cadres, civil servants, public employees and the armed forces

Decree 17/2013/ND-CP, issued by the Government on 19 February 2013, amends and supplements Decree 204/2004/ND-CP on the wage regime for officials, civil servants, public employees, and the armed forces. It is relevant to public-sector pay because it adjusts early pay-grade promotion rules and adds positions and a senior-officer pay-raise schedule to the existing wage tables. On early salary-step promotion, the Decree revises point a, clause 2 of Article 7 so that officials, civil servants, and public employees who achieve outstanding performance and have not yet reached the final step in their grade may be promoted one salary step ahead of schedule by up to 12 months relative to the normal timeline; the share of staff granted early promotion in a year may not exceed 10 percent of the total staff on the payroll of the agency or unit, apart from specified exceptions. The Decree adds new occupational titles into the wage tables of Decree 204/2004/ND-CP. It supplements Table 2, the professional wage table for civil servants in state agencies, with positions across civil-servant classes A3, A2, A1, B, and C, including senior, principal, and standard ranks in statistics, product-quality control, civil-judgment enforcement, tax inspection, and forest protection. It renames Ngach vien chuc (public-employee grade) to Chuc danh nghe nghiep vien chuc (public-employee professional title) and supplements Table 3, the professional wage table for public employees in state non-business units, adding titles across classes A3, A2, A1, Ao, B, and C in fields such as natural-resources and environment investigation, hydro-meteorology forecasting and control, legal aid, midwifery, medical technique, public health, nursing, population work, occupational-safety inspection, surveying and mapping, cadastral work, social work, and teaching. The Decree also supplements Table 6, the rank-based salary-raise table for army and police general officers, setting a one-time raise coefficient of 11.000 for General, 10.40 for Senior Lieutenant General, 9.80 for Lieutenant General, and 9.20 for Major General, with a four-year interval between raises at these ranks. The Decree takes effect on 10 April 2013, and the early-promotion provision applies to outstanding performance from 2012. The Ministry of Home Affairs coordinates guidance on salary-step promotion. For calculation purposes, the operative figures are the senior-officer pay coefficients, the four-year raise interval for general ranks, the up-to-12-month early-promotion window, and the 10 percent annual cap on early step promotions.
